Atwell, Mervin V. ]ackson, Leonard McDonald, Kristen C. Umstattd, B. 3. Web, Robert Zoldos and Mayor Clem Staff Members Present: Robert S. Noe, Town Manager, Paul York Director of Finance, Budget Officer Michael Freda, Assistant Town Manager for Economic Development John Henry King, Public Information Officer, Susan Farmer, and Acting Clerk of Council Mary Mack. Mayor Clem called the meeting to order. Paul York announced that this evening's meeting is to review the various agencies requests that have asked the Town for support for next year. He distributed all groups that have asked for funding for the coming year and they have completed the necessary paper work. The following agencies addressed the group: Loudoun Rescue Squad Their representative spoke of their increase in call volume and the need for increased funding. Library Foundation Mark Humphrey spoke for this group and told of their increase in advertising in the Washington Post for the annual book sale and August Court days. First Niqht Leesburq Mark Humphrey also spoke for this group who stated that they are asking for the same amount as last year and advised that they have a matching grant from the County of Loudoun. $2,500). He stated they have not raised admission prices for about 3 years. They are asking for the same funding as last year. Loudoun Tourism Council Cheryl Kilday spoke for this group and advised that their major expense is for maintaining the Visitor Center and keeping it manned. She spoke of the increased number of people coming to the center and outlined the other programs that they provide, mailings, 800 number, a web site, etc. Loudoun Museum Tracey Gillespie spoke for this organization she told of their increased programs: Fife and Drum Corps and their need for uniforms, a traveling panel, advertising for the Hauntings and the Holiday Homes Tour and enhancing the museum garden. Northeast Coalition No one was present for this group. Paul York stated that most of their funding is to support their summer camp project. The clerk informed Mr. York that they are planning to speak at the public hearing next week. Special Meeting for April 17, 2000 Page 2 Bluemont Concert Series Peter Dunning was present. He stated attendance was down last year because of problems from not being on the Court House lawn. He stated they have permission to use the lawn for the coming season, but that they will have to uniformed policemen present for five hours per concert. Mr. Dunning told of their other funding sources. Mr. Zoldos stated he has a problem with the charge for an admittance fee. Mr. Atwell stated he has concerns because of their significant fund balance. Mr. Dunning spoke of their need to have monies available because they are so dependent on weather for their income amounts. YMCA C. Napolitano was present and spoke of the outreach programs for this group. She spoke of their Big Friends program and their intervention programs. Mothernet Judy Card was present for this prevention program. She spoke of their various programs, including home visitation, prenatal care and healthy family care. She stated they are asking for funding for one new caseworker, informing the group that 50 percent of their clients are in Leesburg. Loudoun County Small Business Development Heidi Shepard and Leland Mahan were present and spoke of the value of this service, stating that their funding has previously come through the office of economic development. She stated that they currently are funded for $:1:10,000 from Loudoun County. Loudoun County Transportation Association Mark McGregor was present to ask for the town's investment in pubic transportation for Leesburg. He stated that the funds requested are to help along with Federal and State funding. He stated that currently the town provides fuel and maintenance, but that they are asking for cash to help fund a new bus. Loudoun Literacy Council Lisa DeBritton, the Executive Director was present. She outlined their programs and summarized that the amount they are seeking would be for training for 160 adults for the coming year. Everyone was reminded the public hearing on the budget is scheduled for April 25th and that the planning commission public hearing on the CIP is scheduled for April 20th. The next budget workshop shop is scheduled for Saturday, April 29,2000 8:00 a.m. to :12:00 noon. The meeting adjourned at 9:37 p.m. Mary R. Mack, Acting Clerk of Council
