Councilmember Zoldos and the Tree Commission joined Mayor Webb in a
presentation to Dana Malone from the Virginia Division of Forestry for
appreciation of his service to the Town of Leesburg and the Leesburg Tree
Commission.
On a motion by Councilmember Umstattd, seconded by Councilmember
Jackson, the minutes of the .lune 26, 2000 and .lune 27, 2000 meeting were
approved by the following vote:

PETITION ERS
Ron Eamich, PTSA of Loudoun County High School, addressed Council
thanking the Town for the use of Ida Lee Recreation Center for their all night
graduation. Council was presented t-shirts by the PTSA.
Ed Sowa, 19 Phillips Drive NW, addressed Council in opposition to a petition
for a playground area on Phillips Drive. He spoke in opposition to the use of
skateboarding in the street citing other more suitable locations for recreation.
Elsea L-ew~'~, resident of Normandy Village, petitioned Council to designate a
play area for their neighborhood children. She cited dangerous roads that
would have to be traveled by children on their bikes to reach other recreation
areas.
Kelly Gower, addressed Council on pedestrian safety in Leesburg.

John Groothuis, Leesburg Tree Commission, addressed Council opposing
combination of the Tree Commission and the Environmental Advisory
Commission.
Mike Locklear, 913 Chancellor Street, addressed Council in opposition to the
Chancellor Street extension. He cited another survey that showed residents
of southwest Leesburg would prefer a South King Street trail. He suggested
that Council funnel money to ballfields.
Tom Steinhice, Chancellor Street, echoed Mr. Locklear's comments. Mr.
Steinhice asked that Council look at the trail system as a whole in September
after the Traffic Task Force has made its recommendation. He reiterated that
construction of a Chancellor Street trail as an interim measure would waste
$600,000 of town money.
Doug Goolsby, Chancellor Street, addressed Council stating the construction
of a Chancellor Street trail is not a wise use of tax funds.
Lyle Werner, 406 S. King Street, addressed Council asking that utilities be
placed underground on S. King Street. She cited the County/Town Economic
Development meeting which encouraged preserving the character of the
historic district.
Terry Simonds, 407 S. King Street, addressed Council with reference to
revitalization of the historic district citing the relocation of overhead utility
poles will make a dramatic visual impact.
Jeff McCarthy, 416 S. King Street, addressed Council asking for support of
placing utilities underground on S. King Street.
John Hiqgins, 41.1 S. King Street, addressed Council asking for consideration
of placing underground utilities on S. King Street to preserve and enhance the
historic character of the neighborhood.
Webb Koschene, 406 Beauregard Drive SE, addressed Council with reference
to private streets. Mr. Koschene asked Council to not abolish private streets;
they allow communities to have safe streets.
He discussed a proposed cul-de-sac on Beauregard Drive that has not been
built as per the approved plan.
Councilmember Umstattd asked if there is a consensus in the Beauregard
neighborhood to close off the cul-de-sac? Mr. Koschene said he could not
speak for the rest of the neighbors but there is an approved plan for the cul-
de-sac.
Bill Zawacki, 1.1.07 Rollins Place, addressed Council. Mr. Zawacki expressed
concern with the Town webbsite not be kept up-to-date.
Carol Yocum, 424 S. King Street, provided a letter ready by Lyle Werner. Ms.
Yocum asked Council for support of underground utilities on S. King Street
during the current improvements.

consideration of placing utilities underground on S. King Street.
The petitioners section closed at 8:40 p.m.
G, COUNCZL MEMBER COMMENTS
Councilmember Zoldos asked for a report from staff regarding underground
utilities on S. King Street.
Councilmember Atwell thanked the Thomas Balch Library Advisory
Commission for their presentation at last night's work session and commended them
for having all of their members present.
Councilmember Jackson commented that he too has been waiting on the
South King Street improvements for a long time.
Councilmember Umstattd discussed a proposed power plant by Tractabel in
the urban growth area on the Lee Center site adjacent to Kincaid Forest. She stated
no promise has been made for water and sewer to the site.
She added that Council approval will be needed for water and sewer; a special
exception from Loudoun County and approval for the State.
Councilmember Umstattd stated that she will be opposing this power plant
and ask that Council and the public monitor this very closely.
Councilmember Schmidt commented the Town should consider under
grounding the utility lines when doing street improvements.
He asked that the Normandy Village play area be further investigated since
the children do not have adequate recreation facilities.
Linda Medagila, 30 Linden Hill Way SW, via e-mail to Mayor Webb asked
Council to support the construction of the Chancellor Street bike path extension.
Councilmember McDonald, left the meeting at 8:30 p.m.
H. MAYOR'S COMMENTS
Mayor Webb reported that Winchester Homes has withdrawn their offer to
purchase the property in front of Woodlea.
Mayor Webb commented on a meeting with the Loudoun County Economic
Development Commission that included a tour of surrounding towns.
She discussed Supervisor Button's comment that the best use of the
Shellhorn property is for a county government center. She suggested we do what is
necessary to protect the interest of the Town regarding the urban growth area,
Shellhorn, and communication on the best use of the downtown area.
MANAGER'S REPORT
Mr. Noe discussed a tour offered by Mr. Dennis to any council members
interested.

He reported that Jane Sullivan spoke to the Sons of the American Revolution
about Balch Library.
Mr. Noe reported that Arlington County Public Schools and the Wakefield High
Swim Center sponsored an event in which the Leesburg Parks and Recreation swim
team finished in first place.
.1. LEGISLATION
On a motion by Vice-Mayor Umstattd, seconded by Councilmember Zoldos,
the following consent agenda was proposed.
2000-140 RESOLUTION
Accepting Public Improvements, releasing the performance guarantee and approving
a maintenance guarantee for public improvements at Leesburg Corner Premium
Outlets Phase 1, Rt. 15 improvements, Ft. Evans Road traffic signal and the traffic
signal for Ft. Evans Road at Potomac Station Drive.
2000-141 RESOLUTION
Authorizing an agreement and approving a performance guarantee and water and
sewer extension permits for Meadow Glen.
2000-::L42 RESOLUTION
Authorizing an agreement and approving a performance guarantee and water and
sewer extension permits for River Creek, Phase VII, Section 2 (Landbay Q) and River
Creek Golf Course, Sanitary Sewer Crossing, Fairways 11 and 12
2000-143 RESOLUTION
Approving a substitute performance guarantee for Potomac Crossing, Section 6 and
the Potomac Crossing Traffic Signal at Battlefield Parkway and Shanks Evans Drive
2000-:!.44 RESOLUTION
Supporting the modification of the starting point for the Virginia Scenic Byway
designation of Dry Mill Road to the intersection of Loudoun and King Streets.
2000-1.45 RESOLUTION
Authorizing a Land Use Permit application for tree planting within Loop "D" of Rt. 7
and Rt. 15 interchange.
Councilmember Zoldos clarified that the Tree Commission has endorsed the
tree planting on Loop "D" of the Rt. 7/Rt. :[5 Tnterchange.
The consent agenda was adopted as follows:

On a motion by Councilmember Umstattd, seconded by Councilmember
Zoldos, the following motion was proposed.
2000-146 RESOLUTION
Authorizing a Joint Public Hearing to amend the Subdivision and Land Development
Regulations and the Zoning Ordinance with reference to private streets.

The motion was adopted as follows:

Vote: 6-0-1
On a motion by Councilmember Umstattd, seconded by Councilmember
Jackson, the following motion was proposed.
2000-147- RESOLUTZON
Receiving the Major Issues 2000 document prepared by the management staff of the
Town of Leesburg for review and future planning.
Councilmember Umstattd commented that she is impressed with the
document.
Mr. Noe commented that the entire management team worked on this
document,
The motion was adopted as follows:

K. NEW BUSZNESS
Mayor Webb discussed a resolution proposed to establish procedures
concerning the appointments of individuals to town boards and commissions,
On a motion by Councilmember Umstattd, seconded by Councilmember
$chmidt, the following motion was proposed.
2000-147 RESOLUTION
Establishing procedure concerning the appointment of individuals to town boards and
commissions.
Mayor Webb submitted a friendly amendment to procedure #3 as follows: "3.
This year, Council members who did not stand for re-election at the last election
select a sitting member of each board or commission who is not up for
reappointment to be their representative. When the term of the member of the
board or commission so selected expires, the Council member nominates a person to
fill the vacancy for a term to coincide with his or her remaining term on Council."
Councilmember Zoldos commented that he believes that our present town
code already covers these issues and he will be voting against this proposal.
Councilmember Schmidt commented this proposal will make each
councilmember accountable and will improve communication with boards and
commissions.
The amended motion was adopted as follows:

Nay: Zoldos and Jackson

Mayor Webb discussed the scheduling of the Town Manager's evaluation.
was decided that the evaluation would take place September 5, 2000.
