Councilmembers Present: George Atwell, Mervin .lackson, Leonard McDonald, Dave Schmidt, Robert Zoldos, Kristen Umstattd, and Mayor Webb. Staff Present: Town Manager Robert Noe, Town Attorney William Donnelly, Deputy Town Manager Phillip Rodenberg, Director of Engineering and Public Works Tom Mason, Chief of Police Joe Price, Police Captain ]eft Van Gilder, Interim Director of Planning and Zoning Lee Phillips, Assistant to the Town Manager Nicole Ard, Management Intern Larry DiRe, and Assistant to the Clerk of Council Deborah Parry. AGENDA ITEMS Call to Order Mayor Webb called the meeting to order and outlined the rules of the public hearing. Councilmember Atwell proposed a motion, seconded by Councilmember Zoldos, to reduce the amount of time allotted to speakers from five minutes to three. The motion failed on the following vote Aye: Atwell, Zoldos Nay: Jackson, McDonald, Vice-Mayor Umstattd and Mayor Webb Vote: 2-4-1 (Schmidt absent) B, Outline of Proposal Councilmember Atwell outlined the town's proposal for annexation and thanked all residents for attending. He stressed that the town is still in the beginning stages of the process and there would still be many opportunities for residents to have input into the Council's decision. Public Hearing a. Town Of Leesburq Proposed Annexation Councilmember Atwell opened the public hearing at 7:41 p.m. David Alvey, 19396 Emerald Park Drive, requested that the annexation be tabled, until the implications have been fully explored. Darlene Salvador., 19474 Emerald Park Drive, asked that the annexation be denied and the voters be heard. Jim Wordsworth, J.R. Festival Lakes, stated that he purchased his property in 1981, and fears that annexation would devalue the business that he has built. Stanley Caulkins, 102 Morven Park Road, stated that as a resident of Leesburg and a downtown business owner for 51 years he feels that annexation is a win/win situation for the town and the Leesburg Executive Airport. Town Council Public Hearing Minutes for January 30, 2002 Page 2 Marvin Watts, :~9227 Foggy Bottom Road, stated that he is a resident of Bluemont, and is opposed to the town's proposed annexation. Roger Greathouse, Piedmont Hawthorn Aviation, stated that he is in favor of the annexation of property around Leesburg Executive Airport. Brian McDermott, 40710 .lade Court, stated that he, and the residents of Emerald Park Estates, is opposed to the annexation proposal. Drew Steketee, 21212 Sweetgrass Way, stated that he supports annexation for better use of land around Leesburg Executive Airport. Ed Levine, 46554 River Meadows Terrace, stated that he is the webmaster for the Leesburg Pilots.com website and supports the annexation of property around Leesburg Executive Airport. Gem Bingol, 205 Primrose Court, stated as a resident of Leesburg and spokesman of the Piedmont Environmental Council that she is opposed to the town's proposed annexation due to the numerous negative effects it would have on the environment. Dennis Boykin, 1302 Barksdale Drive, stated as a pilot and a current Leesburg resident he supports the annexation of the property surrounding Leesburg Executive Airport. Susan Fagan, 135 Governor's Drive, stated that she is opposed to the town's proposed annexation due to the negative effects it would have on the environment. Joe Andrews, Luck Stone Corporation, stated that his company is opposed to the town's annexation proposal due to the increase in taxes for little or no services from the town. Tony Virgilio, 20487 Oatlands Chase, stated that he is opposed to the town's annexation proposal and favors the county's smart growth plan. Vernon Davis, 18395 ]:nverrary Circle, stated that he represents the River Creek Homeowners who are opposed to the town's annexation proposal and the resulting increase in taxes for little or no services from the town. Mr. Davis submitted a petition for the record on behalf of the residents. Steve Nicklin., 19582 Gleedsville Road, stated that he is opposed to the proposed annexation and feels that it will have a negative impact on Leesburg's small businesses. Todd Nelson, 43122 Kimberley Court, spoke on behalf of the residents of Potomac Station who are opposed to the town's proposed annexation due to the resulting increase in taxes for little or no services from the town. Mr. Nelson submitted a petition from the residents for the record. Town Council Public Hearing Minutes for .]anUary 30, 2002 Page 3 Marty Martinez, 704 Bellview Court, stated that as a resident of the town he is opposed to Leesburg's annexation proposal and is appalled by the Council's treatment of the residents of annexation area :[ and 3. Hub Turner5 1107 Bradfield Drive, asked that Council put the annexation discussion on hold and give the issue a closer look. Jane Morgenstern, 40215 Gap Road, stated her opposition to annexation and asked that Council support a slow growth plan. Debbi Virgilio, 20487 Oatlands Chase, stated her opposition to annexation and expressed concern with the impact it would have on the environment. Jordan Kupersmith, 20616 Cherrywood Court, stated that as a member of the Loudoun County Green Party he is opposed to Leesburg's annexation proposal and the negative impact it will have on the environment. Doug Goolsby, 906 Chancellor Street, played an excerpt from the 7/24/01 Council Meeting, which included Vice-Mayor Umstattd's objections to the Council entering into closed session for discussion of the annexation. Barbara Emmons., 18853 Loudoun Orchard Road, stated that she is opposed to the annexation of areas I and 3, but has no problem with the annexation of the area surrounding Leesburg Executive Airport. Ann Robinson, 125 Clubhouse Drive, stated that she is opposed to Leesburg's annexation proposal and asked that the town reject the landowner's petitions. Patrick Regina, 43263 Cory Court, stated his opposition to the annexation proposal and asked that Council involve the public in future decisions. Lamott Smith., 307 Nickels Drive, spoke for the Leesburg Economic Development Commission in favor of the annexation proposal. Klm Jones, 619 Curtin Place, stated that as a county resident she voted for slow growth and is opposed to the annexation proposal of areas I and 2. Bridget Bangert, 857 Santmyer Drive, stated that rejecting the landowner's petition for annexation is the best way to stop Tractebel. John Drury, 621 Beauregard Drive, stated his opposition to Leesburg's annexation proposal due to his environmental concerns. Valerie Kelly, P.O. Box 1206, Middleburg, stated her opposition to Leesburg's annexation proposal as a small business owner in Leesburg. Pete Packard., 19680 Evergreen Mill Road, stated his opposition to Leesburg's annexation proposal and the negative effect it will have on the environment. Charles Coleman, 43039 Waters Overlook Court, stated his opposition to Leesburg's annexation proposal and asked that Council involve the citizens in further decisions. Town Council Public Hearing Minutes for January 30, 2002 Page 4 The public hearing closed at 9:50 p.m, Councilmember Atwell thanked all of the residents for attending the public hearing and again emphasized that there will be future opportunities for the public to be involved in the annexation process.
