The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the
Whole Monday, January 28, 2008, in the Council Chambers in said City. Council Vice President
Goodwin presided with the following Councilors present: Howard "Jack" Elstro, Kelley Cruse -
Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana
Pappin and Phil Quinn.
