Adjournment • (,Subject to Approval) TIFFIN CITY COUNCIL REGULAR MEETING Wednesday July 14, 2010 SPRINGMIER LIBRARY CLEAR CREEK AMANA MIDDLE SCHOOL Mayor Royce Phillips called meeting to order at 6:30 pm. Roll Call of members Jim Bartels, Mike Gericke, Mark Petersen and Travis Weipert. Absent Chris Ball. Also present: Engineer Doug Frederick, Public Works Brett Mehmen, and City Clerk Ruth Demuth. Motion made by Gericke and seconded by Bartels for approval of Agenda as printed. All actions approved by all Aye votes unless so noted. Council person Chris Ball entered meeting at 6:33pm. Community Forum: No Participants'and no representatives from Sheriffs Department present. Motion made by Bartels and seconded by Weipert for approval of City Council minutes for June 9 and 23, 2010 and July 10, 2010 meetings. Motion made by Gericke and seconded by Bartels for approval of receipts and expenditures. Council persons suggested transferring Operating Funds to other investment sources until needed for designated projects. Old Business: Motion made by Ball and seconded by Weipert to open Public Hearing for final adoption of Code of Ordinances. No comments received or voiced. Motion made by Ball and seconded by Petersen to close Public Hearing. Motion made by Ball and seconded by Gericke to read by title only Ordinance 2010-305 Final Adoption of"Code of Ordinances of the City of Tiffin, Iowa". Council person Gericke introduced Ordinance 2010-305 for approval for first reading and seconded by Council person Ball. Ayes: All. Five members of the Council being present and having voted Aye, Mayor Phillips declared motion carried and placed on record for second reading at August 11, 2010 City Council meeting. Motion made by Weipert and seconded by Gericke to read by title only Ordinance 2010-303 Amending Official Zoning Map Ordinance 2007-287 of City of Tiffin, Iowa by Re-Zoning Two Joining Lots 316 College St and 221 W Marengo Rd from Current Zoning to C2-B Zoning District. Council person Gericke introduced Ordinance 2010-303 for approval of second reading, seconded by Council person Weipert. Approved and placed on third reading. Council person Bartels .ntroduced Ordinance 2010-303 for approval of third reading, seconded by Council person Gericke. Five members of ;ouncil being present and voted Aye, Mayor Phillips declared the motion carried and Ordinance 2010-303 passed and adopted. Motion made by Gericke and seconded by Bartels to read Ordinance 2010-304 Providing For The Division of Taxes Levied on Taxable Property in the 2010 Addition to the Tiffin Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa by title only. Council person Gericke introduced Ordinance 2010-304 for approval of second reading, seconded by Council person Bartels. Approved and placed on third reading. Council person Bartels introduced Ordinance 2010-304 for approval of third reading and seconded by Weipert. Five members of the Council being present and voted Aye, Mayor Phillips declared the motion carried and Ordinance 2010-304 passed and adopted. Discussion on Allen Driveway tabled until future meeting. Grace Driveway discussion held on possible solutions to prevent rock from washing onto street and sidewalk. Committee will continue to review with landowner for possible solution and report back to City Council. New Business: Discussion held on funding sources for E85 expense reimbursement to Tiffin Fire Dept Association. Motion made by Gericke and seconded by Bartels to use Local Option Sales Tax monies for reimbursement. Motion made by Gericke and seconded by Weipert to read Resolution 2010-25 by title only. Motion made by Weipert and seconded by Gericke to approve Resolution 2010-35 Approving Reimbursement Payment to Tiffin Fire Department Association. Five Council members being present and voting Aye for approval, Mayor Phillips declared Resolution 2010-35 passed and adopted. Discussion held on Water and Sewer Services within city limits. Attorney Greenleaf had left information for Council members to review newly adopted Code of Ordinances pertaining to the issues. Discussion held on need to develop ordinances for Recoupment Fees for Tiffin Fire Dept for answering false alarms and Sprinkler Systems in all commercial, industrial, and institutional buildings with city limits. Suggested to review Coralville's Ordinances on these issues. Motion made by Ball and seconded by Gericke to place further discussion of issues on July 28, 2010 Work Session agenda. Projects: Mayor Phillips reported that Villages Development has applied for Affordable Housing Grants to build additional housing in Villages Development. Developer still searching for additional business in development. Engineer reported that Summers Enterprise needs to complete the testing of water main. Phase Four Trails plans continue to proceed. Council members reviewed concept drawing of trail to 1380. Mayor Phillips and Council person Ball reported on grant that Johnson County and adjoining cities are developing called TIGR to help expedite future plans for trail development in area. • Motion made by Bartels and seconded by Petersen to set Public Hearing for Tuesday, August 10, 2010 at Springmier Library at 6:30pm, on Ireland Ave Extension Project for final comments before submitting design plans to IDOT to proceed with Project. Concept drawing on display at Solon State Bank lobby. Council members reviewed concept drawing of future City Park Improvements and discussed methods of development. Motion made by Bartels and seconded by Petersen to set Public Hearing on City Park Improvements for August 10, 2010 at Springmier Library at 6:30pm. Mayor Phillips reported on action taken by Iowa DNR on the release of the Bigelow Lot Four for future park development. Concept drawing at Solon State Bank lobby. Engineer reported that Rolling Hills Phase Four needs any additional inspection before filing for Final Plat. t. Council members suggested reviewing Roberts Ferry Rd design plans at July 28, 2010 Work Session. • Reported to Council members that I-Jobs grant request for water main under 180,was denied for funding. Suggested to review future planning at Work Session. Council members suggested that discussion on Municipal Building be tabled for a few months until report received from IDNR on release for future development. Five Year Capital Improvement Plan tabled. Engineer reported on preliminary plan for Jasper Ave improvements. Reports: Council members discussed progress of Picnic Shelter being built in City Park by Tiffin Community Fund volunteers. Council members suggested ordering picnic tables and a possible grill for Shelter. Final expenses for Tiffinfest not available to complete report for receipts and expenditures. Council members appointed to represent City on Library Board had no new information to report to City Council members. Engineer Hart reported that his office will have statistics available for Council members on future Water Tower. Motion made by Ball and seconded by Petersen to approve Public Works estimate for 2010 street repairs and proceed with obtaining proposals for July 28, 2010 Work Session. Motion made by Gericke and seconded by Weipert to read Resolution 2010-33 Authorizing the Purchase of City Utility Truck with Loan Financed Through Solon State Bank by title only. Motion made by Gericke and seconded by Bartels to approve Resolution 2010-33 for the amount of $42,130. Five Council members present and voted Aye for approval, Mayor Phillips declared Resolution 2010-33 passed and adopted. City Clerk suggested that the review of the Investment Policy, Zoning Fees, Railroad Noise Ordinance and Geo Caching within City limits by Council members be placed on the Agenda for the July 28, 2010 Work Session. Reported that a resident had inquired on placing a fishing dock on the Ponds Ct retention pond. Council members discussed issue and advised not placing docks on pond at this time. Council persons Ball and Weipert reported on the progress of the website and the City Manual. Suggested that further liscussion be held at July 28, 2010 Work Session. Mayor Phillips asked that September 2010 City Council meetings be rescheduled to the third and fifth Wednesdays of the month. Motion made by Weipert and seconded by Ball for adjournment at 9:20pm.
