The Common Council of the City of Richmond, Indiana met in regular session Monday, February 4, 2008
in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR QUINN
President Parker presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Bing Welch, Larry
Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Councilor Miller.
APPROVAL OF MINUTES
Councilor Pappin moved to approve the minutes of the meeting of January 22, 2008 and a Memorandum
of Proceedings of the Committee of the Whole on January 28, 2007, with a second by Councilor Cruse -
Nicholson. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
There will be a joint meeting of Common Council and the Richmond Board of School Trustees
February 25, 2008, 6:30 PM in the Community Room of the City Building.
Per the Indiana Association of Cities and Towns Legislative Update, there is a potential $1.9
million loss of revenue due to the proposed property tax legislation. Mayor Hutton encouraged
citizens to contact their legislator with their concerns.
■ There is a picture of Richmond's old railroad Depot in the current issue of U.S. News.

Minutes of the January 17 & 24, 2008 meetings were accepted as presented.

REPORTS FROM ORGANIZATIONS
A. REAPPOINTMENT TO THE WAYNE COUNTY ECONOMIC DEVELOPMENT
COMMISSION: The Wayne County EDC recommended John McBride be reappointed to
the Board. No additional names were presented to Council. Councilor Wissel moved to
approve this nomination, with a second by Councilor Welch. Upon a vote viva voce, the
motion passed.
B. REAPPOINTMENT TO THE RICHMOND HUMAN RIGHTS COMMISSION: The
Richmond Human Rights Commission recommended Gene Roop be reappointed to the
Board. No additional names were presented to Council. Councilor Cruse - Nicholson
moved to approve this nomination, with a second by Councilor Pappin. Upon a vote viva
voce, the motion passed.
C. APPOINTMENT TO THE TELECOMMUNICATIONS COUNCIL: President Parker
presented the nomination of Tim Elstro to serve on the Richmond Telecommunications
Council. No additional names were presented to Council. Councilor Welch moved to
approve this nomination, with a second by Councilor Cruse - Nicholson. Upon a vote viva
voce, the motion passed.
ORDINANCES ON FIRST READING
ORDINANCE NO. 6 -2008 - A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE A DONATION FROM THE MOOSE LODGE #167 LOOM
The Clerk read Ordinance No. 6 -2008 on first reading in its entirety.
This Ordinance would authorize the City of Richmond to accept a donation from the Moose Lodge #167
LOOM of six computers and six monitors to be used for the Richmond Fire Department.
Councilor Wissel moved to advance Ordinance No. 6 -2008 to second reading and to suspend the rules
and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 6 -2008 on second reading by title only.
Council President Parker declared Ordinance No. 6 -2008 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance
No. 6 -2008 with a second by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.
Councilor Welch moved to advance Ordinance No. 6 -2008 to third and final reading and suspend the
rules and read by title only with a second by Councilor Pappin. Upon a vote viva voce, the motion
passed.
The Clerk read Ordinance No. 6 -2008 on third reading by title only.
Ordinance No. 6 -2008 was adopted with an 8 -0 roll call vote

City Clerk, Karen Chasteen, distributed a summary of Animal Violations issued from 2005 thru 2007. This
summary indicates fines paid in a timely manner and tickets forwarded to the Law Department for due
process.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, the meeting was
adjourned.
