Coun¢ilmembers Present: Frank Buttery, Vice-Mayor Jackson, Melinda Kramer,

D. lflinutes:
On a motion by Councilmember Buttery, seconded by Councilmember
Martinez, the minutes of the February 11, 2003 Town Council meeting were
approved unanimously with minor edits.
E. Presentations:
a. NPDES Phase I! Storm water - David Bulova
Mr. Bulova presented his draft and compliance strategies. He
recommended increased public storm water quality education. He further
recommended Council hold an NPDES public information work session in the
first year and coordinate efforts with the Environmental Advisory Commission
to provide an annual update on the NPDES implementation.
Mr. Bulova made the following recommendations regarding illicit
discharge detection and elimination, (1) update the Town's storm sewer system
map; (2) amend the Town Code to prohibit non-storm water discharges into
the sewer system; (]3) develop and implement a dry-weather illicit discharge
detection and elimination system; (4) implement a storm drain marker and
door hanger program; and (5) highlight opportunities to dispose HHW at the
Loudoun County Landfill.
Mr. Bulova also addressed construction site storm water management,
pollution prevention and the next steps in the process.
Councilmember Zoldos stated the airport has installed an airport wash
area on the ramp. This separates the water, grease and oils.

F. Petitioners
Mark Davis, candidate for Loudoun County sheriff, discussed his campaign and
its theme, "Let's work together".
Fred Fleminq, 114 Morven Park Road, commended staff on their recent snow
removal efforts. Further, he thanked the Town staff and Council for their efforts in
working with the County and the school board to get the two new school sites in
Northeast Leesburg.
Mr. Fleming also discussed the Career & Technical Education Foundation's
request that Council waive the tap fees for the house under construction on Wage
Drive. He further stated that a portion of the Uran funds were earmarked for the
schools and could possibly be used to offset the tap fees.
Mayor Umstattd asked Paul York to review this request and report to Council at
the next worksession.
G. Public Hearing
None
H. Council Comments:
Councilmember Schmidt commended the staff for their snow removal efforts
and Steve Cawthron and Randy Shoemaker for their biosolids background gathered
over the past two weeks.
Councilmember Martinez thanked staff for their snow removal efforts.
Councilmember Zoldos complimented staff on their recent snow removal
efforts on the streets and at the airport. He further thanked Steve Cawthron and
Randy Shoemaker for their biosolids presentation.
Vice-Mayor Jackson thanked staff for their snow removal efforts.
Councilmember Buttery stated he had received many compliments from Town
and County residents on the snow removal efforts. Further, he asked for an update
on the County's plan for the paving of Sycolin Road and when that is to be
implemented.
Councilmember Buttery further thanked Steve Cawthron and Randy
Shoemaker for the report on the Leesburg biosolids product and commented
Leesburg ranks as one of the best in drinking water quality.
Councilmember Kramer echoed the comments on snow removal.
Councilmember rvlartinez asked about the paving on Fort Evans Road and the
possibility of extending the bus route hours.
Mayor's Comments
Mayor Umstattd stated she received many letters and emails praising staff for
the snow removal efforts.

She further complimented Steve Cawthron and Randy Shoemaker on their
biosolids presentation and stated the Town has the highest quality EQ biosolids
product, which is far better than what is on the commercial market.
Mayor Umstattd praised the Leesburg Police Department, Leesburg Volunteer
Fire & Rescue, Loudoun County Fire & Rescue and Bob Griffin for the evacuation
efforts at Wal-Mart, Kohl's and Heritage Hall Nursing Home. Further, she
recommended that the hospitals and other health care facilities be included in any
emergency planning efforts.
Councilmember Zoldos thanked the people of the town for helping out their
neighbors during the snowstorm and commended Jackie Seipel for taking lunch to
the crew plowing the snow at the airport.
Manager's Report
Bob Noe thanked Council for the kind comments regarding staff.
Steve Cawthron addressed Council regarding the safety and quality of the
Town's EQ Biosolids product.
Mr. Noe thanked Tom Mason, Bob Lilly, Chief Price and the Leesburg Police
Department, Doug McNeeley and the airport staff for their efforts with the snow
removal and the evacuations at Wal-Mart, Kohl's and Heritage Hall.
Further, he apologized to the residents who had their sidewalks and
driveways recovered with snow when the plows came through. He recommended
that residents wait until after the plows have come through before they clear their
property.
Mr. Noe also reported there were some glitches in communicating with people
and asked that residents check the Town website as well as WAGE, Wl'NC and
Adelphia for updates.
K. Legislation

On a motion by Vice-Mayor Jackson, seconded by Councilmember Zoldos, the
following motion was proposed:

Adopting a comprehensive revised Zoning Ordinance and repealing the Zoning
Ordinance of 1990, as amended, except for Sections 5C and 740.
Brian Boucher clarified that the non-conforming use item, as proposed by
Barber & Ross, has been included.
Councilmember $chmidt asked if the storm water issues are addressed in the
Zoning Ordinance?
Brian Boucher stated that could be included later.
Councilmember Zoldos and Vice-Mayor Jackson commended Brian Boucher
and Susan Swift for their efforts on the Zoning Ordinance.

On a motion by Councilmember Zoldos, seconded by Vice-Mayor .]ackson, the
following motion was proposed:

Amending Section 15-57 and 19-23(k) of the Town Code to discontinue the lawn
establishment fee and adjust the sewer charge for single-family homes to a standard
consumption.
Councilmember Schmidt stated his opposition to this code amendment.

On a motion by Councilmember Zoldos, seconded by Vice-Mayor Jackson, the
following motion was proposed:

Requesting that the Loudoun County Board of Supervisors forgive the construction
loan of the Leesburg Volunteer Fire Company for the Plaza Street Station.
Councilmember Schmidt stated his support for this item and encouraged
citizens to contact the Board of Supervisors and ask them to support this course of
action.
Councilmember Buttery suggested the fire department circulate a petition to
be submitted to the County along with the resolution.
The motion was approved by the following vote:

New business
a. Councilmember Zoldos asked staff to report back to Council on the
request to waive the water and sewer fees for the Career & Technical School.
Bob Noe reported that staff, at both water plants, brought in cots and
spent the night on site in order to keep the facilities running during the
snowstorm.
Mayor Umstattd thanked the Lightfoot Restaurant, Kid's Corner, La Reve
and Comfort Suites for going to the Dulles Town Center Mall and encouraging
people to shop in Leesburg.
