TIFFIN CITY COUNCIL SPECIAL MEETING
FEBRUARY 24, 2010

Mayor Royce Phillips called meeting to order at 6:30 pm.
Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke Mark Petersen and Travis Weipert.
Also present City Clerk Ruth Demuth.
Motion made by Bartels and seconded by Gericke to approve agenda for special meeting.
Motion made by Bartels and seconded by Weipert to set Public Hearing for FY 2010-2011 Annual Budget for
Special Meeting March 24, 2010 at Springmier Library. Discussions held on computer problems and missing
publishing deadline for delay in scheduling Public Hearing and filing of Budget.
Motion made by Weipert and seconded by Gericke to schedule Public Hearing for Agreement with North Liberty on
future annexation boundaries for April 14, 2010 at regular City Council meeting. Mayor Phillips explained procedures
required for notification to County Supervisors and Iowa Development Board under Iowa Code Sec. 368.4
Annexation Moratorium.
Motion made by Petersen and seconded by Weipert for adjournment at 6:40pm.

Mayor Royce Phillips called meeting to order at 6:41 pm.
Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke Mark Petersen and Travis Weipert.
Also present City Clerk Ruth Demuth.
Motion made by Petersen'and seconded by Gericke to approve Agenda as printed.
New Business:
Mayor Phillips reported to Council members that he had discussions with Amy Pitlick, owner of Busy Bees Day
Care, regarding her requests for Tax Abatements and Play Area Easement.
Council members discussed mowing proposals presented for 2010 Season. Representatives of two businesses
answered questions posed by Council members. Formal decision of award of contract will be decided at March 10,
2010 City council meeting.
Discussion held by Council members on future location of City meetings. Most members favored the Springmier
Library. Regular March 10, 2010 meeting will be held at the Tiffin Fire Station Meeting Room and decision will be
made at that time.
Old Business:
Discussion held on the offer by landowner to sell piece of land for Trails Phase,Four with eventual connection to
Metro Area Trail System. Fair Market Value price for the land will be further researched and reported back to
Council members.
Tom Fay's request for additional city funds to assist in Sanitary Sewer problem at his residence on Pond's Ct., was
discussed. Additional information on situation will be needed before Council members will formally approve
additional funds.
Mayor Phillips explained steps taken to develop future annexation agreement with North Liberty and efforts that T
have been taken with Coralville to develop a similar agreement.
Discussion held on future use of Outlot A in Woodfield Ridge Development and sidewalk to area. Further research
needed for future use of Outlot A:
Discussion of final approval of Codification of Ordinances held. Public Hearing for Codification to be held at regular
March 10, 2010 City Council meeting per Iowa Code Sec. 380.8 and 362.3 Adoption of Code of Ordinances of City
of Tiffin, Iowa.
Review of proposal for sidewalk improvements to the sidewalk on the north side of Lilac St. and'will be added to the
2010 Streets Repairs.
Council person Petersen presented ideas for minor Jasper Ave improvements. Discussion held by Council
members regarding methods and extent of improvements needed. General consensus of members to use available
2009-2010 Local Option.Sales taxes to make improvements: Ad ditional information to be obtained before formal
decision on improvements.
Mayor Phillips asked Council members on ideas for the planning of the Recreation/Municipal Building. Depending
on weather members will begin visiting park area for planning of site. Members were asked to decide on general -
cost of facility for budget planning.
Discussion held on budget items. Members were reminded that some fund receipts would be less due to economic
reasons and future road improvements, and to plan accordingly.
Mayor Phillips plans to conduct employee evaluations and make his recommendations to Council members at
March 10, 2010 meeting.
Motion made by Petersen and seconded by Ball for adjournment at 8:55pm.
Motion by Gericke and seconded by Ball for adjournment at 9:05pm.
