Mayor Royce Phillips called meeting to order at 6:30 pm.
Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke Mark Petersen and Travis Weipert.
Also present'City Clerk Ruth Demuth.
Motion made by Gericke and seconded by Petersen to approve agenda for special meeting. All actions approved and
carried unless so noted other.
Motion made by Gericke and seconded by Bartels to open Public Hearing for FY 2010-2011 Annual Budget. Discussion
held on timelines that would allow for amending Budget after July 1, 2010. Motion made by Ball and seconded by Gericke
to close Public Hearing on Fy 2010-2011 Budget.
Motion made by Gericke and seconded it by Bartels to approve FY 201-2011 Budget Resolution 2010-13. Five members
present motion carried for approval of FY 2010-2011 Budget.
Motion made by Petersen and seconded by Weipert for adjournment at 6:40pm.

Mayor Royce Phillips called meeting to order at 6:41 pm.
Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke Mark Petersen and Travis Weipert.
Also present City Clerk Ruth Demuth.
Motion made by Gericke and seconded by Ball to approve Agenda as printed.
New Business:
Mayor Phillips reported to Council members of emergency road repairs on Roberts Ferry Rd. Suggested that Public
Works will get estimates for emergency road repairs and approve at April 2010 regular City Council meeting.
Estimates for electric work at City Park discussed. Additional information requested for April 14, 2010 meeting.
Council members requested discussion with Fire Association for future budget funding.
Reported that repeat offender regarding dogs running loose and defecating in neighbors was contacted again by City
Attorney and request was made to have animals'licensed as required by City Ordinance 2008-295.
Discussion held website management. Suggested that colleges be contacted for assisting in developing additional
content on website.
Mayor Phillips asked Council members to consider approving membership with Iowa City Area Chamber of Commerce.
Approval set for April 14, 2010 meeting.
Discussion held on re-zoning request submitted by The Depot for re-zoning from residential to commercial. Re-zoning
application presented to Planning and Zoning April 7, 2010 meeting.
Discussion held on costs assessed to citizens and elected officials for copies and staff time to research requests.
Suggested that all requests made by elected officials be made to Mayor as well as requests made for use of City Engineer
= and City Attorney.
Trail Phase Four land acquisition discussed. Mayor Phillips will contact landowner to present offer for land.
Discussion held on Ireland Avenue Extension request to re-visit plan design changes with CCA School board at April 21,
2010 School Board meeting.
Council members reviewed suggestions and ideas presented at the Roberts Ferry Rd Improvements Public Hearing on
Monday March 22, 2010.
Mayor Phillips reviewed requests made by Insurance Carrier on improvements needed regarding Construction Contracts
and Insurance coverage by any contractors doing work for the City.
Council members reported that an agreement was reached with the City of Coralville to conduct street cleaning in Tiffin as
weather and scheduling permits for spring 2010.
Discussion held on survey of time management by Public Works.
Mayor Phillips reported on personnel evaluation conducted with Asst Deputy Clerk. Formal approval of suggestions to be
approved at April 14, 2010 meeting.
Council person Petersen reported his findings on cell phone invoices. Discussion held and suggested that future
discussion be incorporated into Employee Handbook.
Discussion held on methods of developing Employee Handbook for the City. Suggested that additional versions be
obtained for review.
Motion by Gericke and seconded by Ball for adjournment at 8:50pm.
