Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on February 25, 2019
In the Boardroom
Trustee Bonuchi called the meeting to order at 7:00 p.m. Board Present: Trustee Bonuchi, Trustee
Lamb, Trustee Larson, Trustee Newton, and Trustee Wojowski. Board Absent: Mayor Collins and
Trustee O'Rourke. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk;
Jon Proulx, Planning Director; Allen Persons, Public Works Director; Ken Goska, Building Official;
Traci Pleckham, Management Services Director; Joan Meyers, attorney; Colin Mulacek, Police
Sergeant; and John Konopek, Police Chief. There were approximately 5 persons in the audience.
Trustee Lamb moved to appoint Trustee Bonuchi as this evening's Chair. Second by Trustee Larson.
Vote by roll call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes; O'Rourke, absent; Wojowski,
yes; 5 yes, 0 no, 1 absent. Motion carried.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
February 11, 2019. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried.
Motion carried.

WORKSHOP
1) TOBACCO 21 INITIATIVE
Representatives from the Will County Health Department gave a presentation highlighting the
Tobacco 21 Initiative encouraging municipalities to raise the age for tobacco sales including e-
cigarettes to 21. Village staff presented a draft ordinance raising the age for tobacco sales to 21.
There was some general discussion regarding the raising the age to 21,possession, dangers, and
enforcement. Trustee Larson indicated that she was not in support raising the age limit to 21.
Trustee Newton stated that while he is in favor of general smoking restrictions that age 21 creates, he
expressed concern regarding not being consistent with the state. Trustee Wojowski, Trustee Bonuchi,
and Trustee Lamb indicated support. There was a general consensus to bring the Ordinance to a
Village Board meeting for a formal vote.
Trustee Bonuchi read the reminders.
On a motion from Trustee Lamb and second by Trustee Newton, the meeting adjourned at
7:33 p.m.
