TIFFIN CITY COUNCIL SPECIAL MEETING
April 28, 2010

Mayor Royce Phillips called meeting to order at 6:30 pm.
Roll Call of members present Chris Ball, Mark Petersen and Travis Weipert. Absent: Jim Bartels, Mike Gericke.
Also present Hart Frederick Engineer Jay Anderson, Brian Crawford, McClure Engineering and City Clerk Ruth Demuth.
Motion made by Petersen and seconded by Weipert to approve agenda for special meeting. All actions approved and
carried unless so noted other.
Motion made by Weipert and seconded by Petersen to open Public Hearing for Woodfield Ridge PAD Amendment.
Discussion held on changes made to site plan per suggestions made by Planning and Zoning. Comments from neighbors
of PAD and residents of PAD reported to Council members. Motion made by Petersen and seconded by Weipert to close
Public Hearing on Woodfield Ridge PAD Amendment request.
Motion made by Ball and seconded by Weipert to read the first reading by title only Ordinance 2010-301 An Ordinance
Amending the Official Zoning Map by Amending the Woodfield Ridge PAD Part One Outlot Two to include Woodfield
Ridge Part Two Lot Five to current PAD agreement. Motion made by Ball to introduce Ordinance 2010-301 for approval
and seconded by Weipert. Ayes: Ball, Petersen, and Weipert. With three Council members having voted Mayor Phillips
declared the motion carried and placed on record. Second reading placed on May 12, 2010 regular city council meeting.
Motion made by Weipert and seconded by Ball to set the Public Hearing for Iowa Finance Authority Water Main Project
Funding by Resolution 2010-15 for the regular City Council meeting on May 12, 2010.
Motion made by Petersen and seconded by Weipert for adjournment at 6:48pm.
TIFFIN CITY COUNCIL WORK SESSION
April 28, 2010

Mayor Royce Phillips called meeting to order at 6:50 pm.
Roll Call of members present Chris Ball, Mark Petersen and Travis Weipert. Absent: Jim Bartels, Mike Gericke
Also present Hart Frederick Engineer Jay Anderson, and City Clerk Ruth Demuth.
Motion made by Petersen and seconded by Ball to approve Agenda with two amendments to move two items of
discussion to top of list.
Old Business:
Representative with Pointe Builders, presented ideas to City Council members regarding the building of a municipal
building. Jay Anderson, Hart Frederick, presented a site plan to Council members of possible proportions of a building.
Discussion held on processes and costs to develop plan for building.
Council members reviewed documents provided by Greg Allen on design and costs in regards to the Ned Allen driveway.
Members also reviewed Permit and design approved by the IDOT. Council person Ball will further correspond with
Aliens'.
Discussion held also on resolution of Bill Grace's driveway on Robert's Ferry Rd to prevent loose gravel from washing into
street and onto sidewalks.
New Business:
Council members discussed policy for school use of City Athletic Fields. Formal action to be taken at regular City Council
meeting May 12, 2010.
Mayor Phillips reminded Council members of meeting with Tiffin Fire Association on May 17, 2010 and no more than two
Council members could be in attendance.
Discussion held on residents request for a Farmers Market. Suggested that committee of volunteers be organized.
Council person Petersen will check into developing Farmers Market.
Discussion held on renewing rental agreements on city rental properties and property management agreement effective
June 1, 2010. Further discussion to be placed on regular City Council meeting May 12, 2010.
Council members asked to review Iowa Code section 12B.10(1) regarding the required Iowa Public Body Investment
Policy for the City of Tiffin. Discussion tabled for future meetings. City Clerk asked to develop Plan for City Council
review.
Council members discussed Earthquake and Flood Insurance on the request of the insurance carrier.. Formal action to
be taken at regular City Council meeting May 12, 2010.
Alliant Energy presented request to renew twenty five year franchise agreement for electrical service within the city of
Tiffin. Suggested by Council members to place on May 12, 2010 agenda to set date for Public Hearing.
Old Business:
Trail Phase Four Land Acquisition discussed: Offer for 1.4 acres of timberland north of Clear Creek on far eastern
boundary of Tiffin limits has been presented to landowner.

Council members reviewed discussions with CCA School Board at April 21, 2010 School Board meeting. School will
honor previous 28E agreement made with City regarding the Ireland Ave Extension alignment. Engineer office asked to
make design changes and bring back to Council for review. Mayor Phillips reported that Council person Bartels continues
to work with appraiser on land acquisitions. .,
toberts Ferry Rd Improvements discussed. Council persons asked to continue review conceptual drawings for future
meeting.
Discussion on evaluation of City Clerk tabled to May 12, 2010 City Council meeting.
Council persons Ball and Weipert continue to research groups to assist in updating the city website.
Discussion held on development of employee handbook and incorporating rules of conduct of City Council members into
manual. Further discussion of cell phone usage also to be incorporated into manual. Council persons Ball and Weipert
will review additional manuals to bring back to council for review.
Mayor Phillips reviewed with Council members of future plans for use of city owned park lands. Phillips reported that
discussions continue with the State DNR regarding past grants received for park land and the resolution of any conflicts in
the use of park land.
Discussion held on the possible time line for the hiring of a City Administrator. Council members tentatively have
suggested fiscal year 2011-2012 to create position within city government.
Motion made by Ball and seconded by Weipert for adjournment at 9:03pm.
