Adjournment TIFFIN CITY COUNCIL WORK SESSION May 26, 2010 SPRINGMIER LIBRARY Mayor Royce Phillips called meeting to order at 6:30 pm: Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke and Travis Weipert. Absent: Mark Petersen Also present City Clerk Ruth Demuth. Motion made by Gericke and seconded by Weipert to approve Agenda with amendments to re-arrange items of discussion. All actions requiring a vote approved by all Ayes, unless so noted other. New Business: Developer for Deer View Estates had requested City Council members to place on agenda to discuss matters in developer's agreement. Motion made by Gericke and seconded by Weipert to table discussion to June 23, 2010 Work Session since developer not present or documentation not forwarded to City Council. Motion made by Ball and seconded by Weipert to table discussion on the 2010 Street and Sidewalk Repairs to June 23, 2010 Work Session to allow additional time for Public Works to present list of needed repairs. Old Business: , Greg Allen was present, representing Ned and Allen in regards to the grading issue of their residential driveway during the Hwy 6 Widening Project. Mayor and City Council requested Mr. Allen to present certification from either the Iowa Dept of Transportation or a certified engineer that the driveway was graded incorrectly during the Hwy 6 Widening Project before the City Council could consider any monetary resolution on the issue. Discussion held and concept map developed by Hart Frederick Consultants, reviewed by Council members regarding the Grace driveway on Roberts Ferry Rd. Gravel and mud continues to wash off driveway onto street and sidewalk after rain. Further review of driveway and plans will be conducted. Council members reviewed concept drawings of future park and trails plans. Council members requested engineer office to enlarge concept drawings so public can review. No new information presented on Municipal Building plans. Council persons Ball and Weipert still in planning and research stage of website improvements. Discussion held on possible roles and job descriptions for future Zoning and City Administrator and Building Official positions. Discussion held on need for rental inspections within city and possible role and description of position. Research would continue on issues and review at future Work Sessions. Council persons Ball and Weipert did not present any new information on developing the City Manual. Council person Gericke presented suggestions on obtaining a citywide NPES DNR storm water and erosion permit for the new developments and transferring the cost and SWWP plan onto to the builders. Council members suggested obtaining additional information and present at next Work Session. Discussion held on possibly re-defining the City Schedule of Special Fees to cover the increased costs for Re-Zoning, Development of Sub-divisions, Variance and Special Exception Use Requests. Council members asked for comparable costs of neighboring cities and present at next Work Session. Discussion held on drainage on west side of Roberts Ferry Rd. Mayor Phillips will check with Public Works on completion of work. Mayor Phillips reported on meeting with the Tiffin Fire Dept Association meeting on May 17, 2010. Council members inquired on future budgeting plans from Fire Dept. Mayor Phillips will invite Fire Chief Brian Detert and Asst Fire Chief Randy Morgan to July 14, 2010 regular City Council meeting to review future plans.
