HomeMy Public PortalAbout04/07/1987 Board of Appeals CCM40 The Council of the City of Medina met as the Board of Review for 1987 tax valuations. Present: Mayor, Thomas Anderson; Councilmembers,Wilfred Scherer, Anne Theis, Robert Mitchell at 6:40 P.M., Stephen Schmit at 7:20 P.M.; Clerk -Treasurer, Donna Roehl; Assessors, Rolf Erickson and Anne Risch and hennepin County Assessor, Larry Miller Rolf Erickson reported that properties in the southern portion of Medina were revalued with farm properties remaining the same and residential properties increasing in value by 8%. He stated that commercial establishments along Hwy. 55 were increased but that Industrial properties had remained the same. Milton Borgan, Northridge Farms lot owner, stated that the value of the lot they had purchased had increased by four times over the value under the previous owner. Rolf Erickson stated that they had set up a land schedule on the property and that previously it had been covered under the state's platting law. Mrs. Borgan listed several properteis with larger acreage and less value. Rolf Erickson stated that he would review the Meadowwoods Farm property values. mark Schlosser, representing Gladys Schlosser, 4132 Chippewa Rd., of his mothers farm parcels had doubled. Assessors compared 1986 and 1987 values and determined that values and that Mr. Schlosser must have been comparing Green Acres values stated that values had not changed to Market values. James Amundsen, Manager of Rolling Greens Country Club, 400 Evergreen Rd., stated that golf course values had increased by 8o% and that all golf course owners were working together to have them reduced. Larry Miller stated that all courses had been reviewed and that they had tried to bring them into a fair and equitable value range. Henry Hodde, 1462 Medina Rd., stated that his house was constructed in 1981 at a cost of $228,000, with improvements, including a garage, completed prior to 1983. He stated that he had refinanced his home in 1986 and the appraisal had been $270,000. He believed that an increase of $60,000 in four years was excessive. rolf Erickson stated that the appraisal comparables were of properties 5-8 miles from Medina. Anne Risch stated that there had not been an increase in the Hodde valuation from 1986 to 1987. Larry Elwell, 6125 Hwy. 101, stated that farm land values had decreased and he would like to offer an objection to values placed on his farm. rolf Erickson stated that the values used for the Elwell property are the average used at the county level. He explained that he had met with Mr. Elwell and that they had agreed on property classifications of his property but not necessarily on' the values. Richard Bergen, owner of the Hamel Dairy Queen, stated that the value of the Dairy queen property had increased substantially in 1987. Rolf Erickson stated that Commercial properties had increased in value but that they had taken the condition of the lot into consideration. Council asked for values of nearby similar establishments: Pat's Liquors, $104,700; Countryside Cafe, $84,300; Don Mayer Inc., $124,200. Mr. Bergen asked why the Medina mill rate was so much higher than either Corcoran or Plymouth. rolf Erickson stated that he would be reviewing that entire areas in 1988. Phil Zietlow, 875 Co. Rd. 24, stated that his valuation had increased and he asked if that was typical. Thomas Anderson stated that the increase was typical. He also stated be willing to reduce the value on the Hadde property to that provided and the Dairy Queen by $7000. from 5% to 8%, that he would by the appraiser
