Adjournment TIFFIN CITY COUNCIL SPECIAL MEETING WEDNESDAY, JULY 28, 2010 SPRINGMIER LIBRARY Aayor Royce Phillips called meeting to order at 6:30 pm. Roll Call of members present Jim Bartels, Mark Petersen and Travis Weipert. Absent: Chris Ball and Mike Gericke. Also present City Clerk Ruth Demuth. Motion made by Petersen and seconded by Weipert to approve agenda for special meeting. All actions approved by Ayes and carried unless so noted other. Council person Mike Gericke entered meeting at 6:45pm. Council person Weipert made motion and seconded by Petersen for approval of Resolution 2010-36 Approving Special Alcohol Permit for Slim's Street Dance on Saturday, August 7, 2010. Council members discussed concerns of parking and litter. Application stated that cover charge would be donated to the Tiffin Fire Dept. Motion made by Council person Petersen and seconded by Bartels for approval of Annual Songbird Block Party and closing of Robin Ct between Nightingale Dr and Blue Jay Ct. for Saturday, August 14, 2010. Mayor Phillips updated Council members on a structural problem discovered on Sewer Lift Station servicing development in western part of city. Mayor Phillips opened four proposals submitted for 2010 Tiffin Street and Curb Repairs Project. Council members discussed proposals and instructed that Curb Repairs be awarded to Harding Concrete and not to exceed a total of $20,000 for all three parts. Low and responsible bidder for Location One and Two was Harding Concrete for$9,972.05. Motion made by Petersen and seconded by Gericke for adjournment at 6:45pm. TIFFIN CITY COUNCIL WORK SESSION WEDNESDAY, JULY 28, 2010 SPRINGMIER LIBRARY Mayor Royce Phillips called meeting to order at 6:50 pm. Roll Call of members present Jim Bartels, Mike Gericke, Mark Petersen, Travis Weipert. Absent: Chris Ball. Also present City Clerk Ruth Demuth. , Motion made by Gericke and seconded by Bartels to approve Agenda. Jew Business: A proposal to Council members for a Tiffin Police Department was presented. Discussion held by Council members on proposal and questions were asked to clarify various points in proposal. Council members were asked to review proposal and consider special meeting on August 5, 2010 to further explore proposal. Old Business: Council person Weipert asked to change Agenda to hold discussions with Greg Allen, representing Ned Allen regarding driveway. Allen presented documentation to Council members on his interpretation of the completed driveway and plans approved by Iowa Department of Transportation during and after the Hwy 6 Widening Project completed in the fall of 2009. Discussions were held on possible resolutions to satisfy all parties involved. Mayor Phillips reminded Allen that the Council had requested from him at the May 26, 2010 City Council Work Session to provide a certified report from the IDOTor a certified engineer that the driveway had been constructed either correctly or incorrectly. Council person Weipert suggested an independent registered engineer review plans and project and submit an opinion to City Council. Council members requested discussion be placed on Agenda to continue at City Council regular meeting on August 11, 2010. Mayor reported on meeting held with Bill Grace regarding driveway off Roberts Ferry Rd. Discussion held by Council members on resolving gravel runoff into street and sidewalk. Further discussion requested for August 11,2010 regular City Council meeting. Documentation presented to council members regarding recent inquiry made to the railroad by a resident living on Blue Jay Ct addressing the train horn noise during early am hours. Council members suggested that Mayor Phillips contact individual regarding results of research on issue and steps that need to be taken before cities can implement a"Quiet Zone"within the city limits. Discussion on electric to City Park requested to be placed on August 11, 2010 regular City Council Agenda. Documentation presented to Council members for future possible Ordinance changes regarding E85 fuel, recoupment fees for false alarms calls and sprinkler systems. Council members asked to review Investment Policy for future adoption per Iowa Code. Discussion on Park Shelter reservations and possible fees, geo caching and zoning fees requested for future City Council Work Session.
