HomeMy Public PortalAbout03-11-2019 COW Minutes 3/ / 19 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on March 11, 2019 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Lamb, Trustee Larson, Trustee Newton, and Trustee O'Rourke. Board Absent: Trustee Wojowski and Trustee Bonuchi. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Allen Persons, Public Works Director; Lonnie Spires, Building Inspector; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There were approximately 8 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on February 25, 2019. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins commented on the St. Baldrick's Fundraising Event that was held at the American Legion. TRUSTEE COMMENTS Trustee Larson thanked the organizers of the Irish Parade. Trustee Lamb: • Commented on the St. Baldrick's Fundraising Event held in Bolingbrook. • Asked the staff to take a look at landscaping in parking lots that block the line of sight. PUBLIC COMMENTS No Comments. WORKSHOP 1) BALLARD FARM CONCEPT PLAN (PC CASE #1791-042718.CP) Mr. Jon Proulx stated that the applicant is seeking feedback on a concept plan for a residential development located on approximately 31 acres at the northeast corner of 127th Street and Heggs Road. Representatives from 127 Plainfield, LLC gave a presentation regarding the proposed concept plan. The plan includes 71 single-family homes and 41 townhomes. The minimum lot size is 8,100 square feet and the maximum lot size is 17,162 square feet with the average lot size of 9,531 square feet. Representatives reviewed best practices for healthy homes, architectural design, integrated townhomes, outdoor amenities, natural landscape, and community gardens. Trustee Lamb expressed concern regarding the lack of parking at the dog park and the density being higher than surrounding areas. Trustee Lamb suggested the development look more attractive from 127th Street. Trustee Larson expressed concern regarding the target market,price point, and sales. Trustee O'Rourke expressed concern with the requested variances, and suggested incorporating additional parking around the townhomes. Mayor Collins expressed concern regarding the requested variances, lots 24 and 25, and suggested meandering the roadway and include an access stub to the north. Trustee Newton expressed concern regarding the open space and trails as being private. Staff will continue working with the applicant. Village of Plainfield Meeting Minutes—March 11, 2019 Page 2 #2) 2019-2020 DRAFT FISCAL YEAR BUDGET Mrs. Traci Pleckham reviewed the overall 2019-2020 Draft Fiscal Year Budget. Mrs. Pleckham reviewed some changes that were made to the General Fund, Water & Sewer Fund, and Capital Improvements Fund since last reviewed by the Village Board. Mrs. Pleckham stated that a notice for Public Hearing will be published and scheduled for the April 15, 2019 Village Board Meeting with possible formal consideration as well. Administrator Murphy thanked the Board for their participation and input throughout the entire budget process. Mayor Collins read the reminders.
