Mayor Walter Parker called the Special Meeting to order at 7 P.M. with the
following members of Council present: James Burke, Jr., Jack Youmans, Shirley
Sessions, Anne Monaghan, Pam O'Brien and Mallory Pearce. City Attorney Edward
Hughes and Acting City manager Rowena Fripp were also present. Mayor Parker stated
that the purpose of this meeting is to discuss a new city manager.
Sessions made a motion for closed session to discuss personnel issues. O'Brien
seconded. Vote by Council was unanimous.
Council discussed and deliberated concerns about a new city manager. O'Brien
moved to adjourn the closed session and go back into the special meeting. Pearce
seconded. Vote by Council was unanimous.
O'Brien moved to offer Tom Cannon $46,500 per year as the job of City
Manager. Pearce seconded. Vote by Council was 5 in favor (Burke, Sessions,
Monaghan, O'Brien and Pearce); 1 opposed (Youmans).
Mayor Parker adjourned the meeting, as Council could not hear any other matters.

AFFIDAVIT
PERSONALLY appeared before the undersigned attesting officer,
duly authorized to administer oaths, ( 4L1e- '�� �� -� , who
after being duly sworn, deposes and on oath states the following:
(1) I was the presiding officer of a meeting of the Tybee Island
City Council held on the 30 day of il,A.-c> , 2000.
(2) That it is my understanding that O.C.G.A. § 50- 14 -4(b)
provides as follows:
When any meeting of an agency is closed to the public
pursuant to subsection (a) of this Code section, the
chairperson or other person presiding over such meeting
shall execute and file with the official minutes of the
meeting a notarized affidavit stating under oath that the
subject matter of the meeting or the closed portion
thereof was devoted to matters within the exceptions
provided by law and identifying the specific relevant
exception.
(3) The subject matter of the closed meeting or closed portion of
the meeting held on the D of n✓Lf� , 2000, which was
closed for the purpose (s) of /-0,=--
as allowed by
O.C.G.A., Title 50, Chapter 14, was devoted to matters within
those exceptions and as provided by law.

(4) Any unrelated matters which were mentioned or attempted to be
offered for discussion during the closed portion of the
meeting were ruled out of order and not discussed.
(5) This affidavit is being executed for the purpose of complying
with the mandate of O.C.G.A. § 50- 14 -4(b) that such an
affidavit be executed.

Motion to Enter into a Closed Meeting of the Tybee Island City Council
Councilmember
makes the following motion:
(1) That the Mayor and Council now enter into closed session allowed by O.C.G.A.
50 -14-4 and pursuant to advice by the city Attorney, for the purpose of discussing
the following: Personnel 0. C. G.A. 50 14 -3 (6)
(2) That this body, in open session, adopt a resolution authorizing and directing the
mayor or presiding officer to execute an affidavit in compliance with O.C.G.A.
50 -14-4, and that this body ratify the actions of the Council taken in closed
session and confirm that the subject matters of the closed session were within
exceptions permitted by the open meetings law, said resolution to be in the form
as attached hereto.
