On a motion by Council Member Martinez, seconded by Council
Member Reid, the minutes of the February 27, 2007 meeting were approved
with edits by a 7-0 vote.

On a motion by Council Member Martinez, seconded by Council
Member Hammier, the minutes of the March 27, 2007 meeting were approved
7-0 vote.
c. Town Council work session minutes for April 9, 2007
On a motion by Council Member Wright, seconded by Vice Mayor
Horne, the minutes of the April 9, 2007 meeting were approved by a 7-0
vote.

a. Presentation of the 4th of July Parade winners
The following parade winners were recognized: Blue Ridge
Greyhounds - Best Walking over 15; Ethan Brown - Best Walking under
15; Leesburg All-stars Softball - Most Creative under 15; Equality

Rotary Club of Leesburg, Daybreak and Historic Downtown Residents
Association were recognized as volunteers.
b. Recognition of Girl Scout Gold Medal winner - Kasey Blackburn
Kasey Heather Blackburn was recognized for receiving the Girl Scout
Gold Award in recognition of her efforts in planning for five rooms at the Good
Shepherd Alliance's homeless women and children's shelter in Loudoun
County.
Mark Gunderman, Good Shepherd Alliance, thanked Ms. Blackburn for
her efforts at the homeless shelter.
F. Petitioners
The petitioner's section opened at 7:47 p.m.
Master Choi addressed Council concerning a new space for his school. He
asked for consideration of a rezoning if needed when he finds an available site.
Mayor Umstattd suggested Master Choi meet with Town staff to let them help
him find available space for his school.
Greg Ahleman, 617 Diskin Place, SW, addressed Council as the Republican
candidate for sheriff. He stated his intent to have a Sheriff's Department that works
well with the Town. Further, he looks forward to the Sheriff's Departments and
Leesburg Police training together and sharing resources. He proposed Immigration &
Customs Enforcement (ICE) training for officers in the jail.
Mark Gunderman, Good Shepherd Alliance, addressed Council stating unloved
people in the community are powerless to help themselves. He added the homeless
shelter provides them love. He asked everyone to be conscious of the poor. Further,
Good Shepherd services touched 700 people last year.
He advised Council there is a place for the homeless in Ashburn called Mary's
House of Hope.
GiGi Robinson, 207 Prince Street, gave kudos to Scott Parker for his efforts on
the Crosstrail application. She offered further comments regarding the Crosstrail
application. The public opinion shows 80% of the people don't want Crosstrail. She
stated all of us are going to have to make some serious decisions regarding water;
various jurisdictions are having water shortages due to the drought. We don't want
to place Leesburg in the same straights with additional residential units.
She added the airport needs to be protected from residential development.
The kinds of jobs that will be generated by Crosstrail do not need a college
education. She stated this is not about annexation, water rates, LCSA partnership,
Bolen Park, the jail, etc. It is about the impact Crosstrail will have on our
businesses.
She added it seems the County tries to make every town miserable. She
stated good luck tomorrow night; you carry with you our hope and best wishes.

Gem Bingo!. Piedmont Environmental Council, addressed Council. She stated
the Crosstrail application revisions do not warrant approval. The changes do not
offset the traffic impact. She asked Council to please protect our economic future
and refuse any kind of houses next to the airport. You must not accept any
development plan that does not offset the traffic impact.
She added Leesburg must be the water provider to this site and both Town
and County residents are opposed to this application.

Council Member Burk stated she would like to put forth the name of Melanie
Fandaco from Potomac Station for an out-of- Town appointee.
Vice Mayor Horne stated she will bring forth the name of Rick Lanham at the
next meeting
Council Member Reid stated he will offer the name of Chuck Shotton.
Vice Mayor Horne stated it is customary to provide a resume and she made a
motion to table, seconded by Council Member Burk, the remainder of the appointees
until the July 24 Council Meeting.
The motion to table failed by the following vote:

On a motion by Council Member Reid, seconded by Council Member Martinez,

Vice Mayor Horne stated the Finance Committee is preparing their
report for Council.

Council Member Reid stated the Loudoun Street Fire House expansion
will be on the next agenda.
d. Cable Television Advisory Commission
Council Member Hammier stated they will be meeting next Tuesday.

Council Member Wright stated the Commission will have a public
hearing on the Zoning Ordinance revisions at their next meeting.

a. MOTION
Authorizing the Mayor to send a letter to the Loudoun County
Board of Supervisors regarding expedited review for the
government center location
On a motion by Council Member Wright, seconded by Council Member
Martinez, the following letter was proposed to be sent to the Loudoun County
Board of Supervisors:
Dear Chairman York and Board Members,
On behalf of the Town Council, I want to express the Town's support
for the Village at Leesburg as one of the two Leesburg candidates for the new
Loudoun County Government Administrative Center (GAC). We are aware
that is one of those on the "short list" for additional consideration and we are
eager to facilitate selection of a site that will keep the County offices within
Leesburg's corporate limits.
The Town Council strongly supports both Town locations, including the
Village at Leesburg and will expedite a rezoning and/or any other related
applications needed to locate the GAC at the Village at Leesburg, if selected
by the County. The Town's Zoning Ordinance includes a special purpose
district; GC (Government Center) that is created in the early 1990's to

accommodate the existing County administrative office building within the
Town. The GC Government Center District contains administrative office
buildings within the Town. The GC Government Center District contains
flexible standards that allow for specific site design criteria to be established
during the rezoning process. This would allow both the County and its
developer-partner to tailor the land plan and build program to its specific
needs and have that specific plan approved as part of the rezoning process.
The Town has an excellent working relationship with the
owners/developers of Village at Leesburg over the past several years and is
confident that rezoning a portion of the property to the GC Government
Center district could be accomplished efficiently and meets the County's
Development schedule. In addition, the Town will dedicate sufficient
resources to insure that rezoning, site plan and subdivision applications can
be reviewed according to your timeframe. Toward that end, we will commit
the project's review fees to positions in the land development area.
Again, I would like to reiterate the strong desire of the entire Town
Council for locating the Loudoun Government Administrative Center within the
corporate limits and would like to offer our support and resources to create a
high quality mixed use center of mutual benefit to the County and Town.

Transportation Authority
On a motion by Council Member Hammier, seconded by Council
Member Reid, the above motion was proposed:

Mayor Umstattd stated she had received a letter from Chris
Zimmerman, Chairman of the Northern Virginia Transportation Authority,
asking us to appoint a representative for the Town to serve on a Town
Committee for the authority.
On a motion by Vice Mayor Horne, seconded by Council Member
Martinez, Council reaffirmed the Council's appointment of Council Member
Reid.

M. Council Comments
Council Member Reid stated his family was on vacation last week at Hilton
Head, South Carolina. He stated they visited Parris Island while there and on their
return stopped by the VA Tech Memorial.
He disclosed a meeting with the Sadak family and Chevy Chase Bank.
Council Member Wright disclosed a meeting on July 2 with Bob White,
Parkway Office Center, and Leesburg Auto Park to discuss their projects. He also
disclosed a discussion with Mike Banzhaf regarding Crosstrail.
He stated the 4th of July Parade was a wonderful event and he especially
enjoyed the delight shown for the ceremonies by the visitors at the Marshall Center.
He reported the AADP meeting will be held July 12.
He thanked the Fire Department on their quick efforts for the recent house
fires.
He reported attending the groundbreaking ceremony for the KSI interchange
on Route 7.
Council Member Hammier reported one of the houses destroyed by fire did
not have operable smoke detectors.
She stated the 4th of July Parade was a wonderful event and much enjoyed by
the Eastern Block foreign students visiting Dodona Manor.
She thanked the Symington family and their trustees for the additional
$750,000 donation to the Town.
She reported attending the KSI groundbreaking of the $25 million
interchange. She added this funding is not coming from local taxpayers.
Further, she stated her appreciation for the moving comments by GiGi
Robinson.
Council Member Martinez stated the 4th of July Parade was a wondeful event
and thanked the volunteers for assisting with the fireworks.
He also thanked the Leesburg Volunteer Fire Department for their efforts
during the recent house fires.
Vice Mayor Horne asked for an updated landscape plan for the S. King Street
traffic calming project.
Mr. Wells stated they are look for volunteers to adopt the site.
Ed Fleming stated he is working with the neighbors for an adoption.

She thanked staff and all volunteers for their efforts to make the July 4th
celebration a success.
Council Member Burk thanked the Mayor for representing the Town at the
Symington Donation ceremony.
She stated the 4th of July Parade was a wonderful event and staff is to be
commented for their efforts.
She also reported attending the KSI interchange ribbon cutting.
She stated she was given the opportunity to attend the All Dulles Area Muslim
Association (ADAMS Center).
She thanked the local fire fighters, both professional and volunteers, for their
efforts at the recent major house fires.
She thanked GiGi Robinson for her inspiring remarks.
Council Member Burk stated she had the opportunity to speak with the
president of the Downtown Business Association and they would be willing to work
with the First Friday efforts.
N. Mayor's Comments
Mayor Umstattd reported that she and Council Members Wright and Burk
attended the ribbon cutting at the interchange for the KSI site.
She stated KSI asked her to specifically thank John Wells, Susan Swift and
other staff members who worked with KSI to make this happen.
She thanked Ed Fleming and Martha Robin with the Historic District Residents
Association for their efforts on putting on the wonderful 4th of July Parade.
The Mayor thanked Dodona Manor for bringing to Leesburg the 80 adult
students from the German Marshall Center and Council Members Hammier and
Wright for being good ambassadors for the Town.
She reported the students loved it in Leesburg and they were able to see real
Americans and what independence means.
She thanked Kaj Dentler for the wonderful job in accepting the Symington
donation.
She gave a point of contact of how citizens can help our National Guard
troops headed to Baghdad. She asked that contact information be placed on the
Town's website if legally permitted.
Council also asked to have information added on how to write letters to
service men and to remember the soldiers at Walter Reed Hospital.

O. Manager's Comments
He recognized the partnership between the Historic District Residents
Associations and Town departments to put on the 4th of July Celebration. He added
this is the kind of partnership we need to continue in the community.
Mr. Wells also commented on the wonderful event put on by Dodona Manor.
He reminded Council the disclosure forms and FOIA information will be
handed out to all Boards, Commissions, and Committees.
Mr. Wells advised Council that Lisa Capraro will be leaving the Town later this
year. He will be meeting with the Economic Development Staff on how to best
implement the interests of Council.
