TIFFIN SPECIAL MEETING
Mayor Royce Phillips called a joint meeting of the Planning &Zoning Commission and the City Council to order at 6:37
).m. at the Tiffin Fire Dept Meeting Room on Wednesday, December 22, 2010.
Zoll Call of members present Planning and Zoning Commission: Steve Berner and Shawna Colvin. Melvin Reeve in
contact by telephone. Absent Stephanie Surine. One Vacancy.
City Council Members: Chris Ball, Jim Bartels, Mark Petersen and Travis Weipert. Absent Mike Gericke. Also present
Doug Frederick, Hart Frederick Consultants and City Clerk Ruth Demuth.
Motion made by Council person Petersen and seconded by Council person Weipert for approval of Agenda. Aye: Ball,
Bartels, Petersen, Weipert. Absent: Gericke.
Mayor Royce Phillips turned meeting over to Steve Berner, Chairperson of Planning and Zoning Commission. Discussion
held on the non-conforming reasons for the Planned Area Development Re-Zoning request. Motion made by Berner and
seconded by Colvin to approve Re-zoning PAD site plan request for four 12-plex units for Phase Two. Ayes: Berner and
Colvin Nay: Reeve. Absent:Surine. One Vacancy.
Mayor Phillips,resumed control of meeting. Motion made by Ball and seconded by Petersen to open Public Hearing for
Re-zoning Request. No written or oral comments presented in favor of or against rezoning request for PAD. Motion made
by Ball and seconded by Bartels to close Public Hearing.
Motion made by Ball and seconded by Weipert to approve the Re-zoning request for the PAD site plan for Phase Two of
Villages of Tiffin with Engineer's approval and recommendation made by Planning &Zoning Commission. Discussion held
on sidewalks on private drive into PAD. Inquiry made on Fire Department approval of private street width. Aye: Ball,
Bartels, Petersen, Weipert. Absent: Gericke.
Motion made by Weipert and seconded by Bartels to read Ordinance 2010-307 by title only. Council person Petersen
introduced Ordinance 2010-307 AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP ORDINANCE 2007-287
OF THE CITY OF TIFFIN, IOWA BY AMENDING THE VILLAGES OF TIFFIN PART ONE LOT FOUR TO BE RE-
PLATTED AND INCLUDED IN PHASE TWO WHICH WILL BE DEVELOPED AS A PLANNED AREA DEVELOPMENT
12-PLEX RESIDENTIAL for approval and seconded by Council person Weipert. Aye: Ball, Bartels, Petersen, Weipert.
Absent: Gericke.
Four members of Council being present and having voted "Aye", Mayor Phillips declared motion carried Ordinance 2010-
307, was read the first time, discussed and placed on record. High Development inquired on second and third readings. ,
Council members discussed and placed second reading of Ordinance 2010-307 on January 12, 2011 regular council
neeting".
Motion made by Weipert and seconded by Ball for adjournment at 7:12pm.
