@ @ITEM 2000 -06 -20 Special Called City Council Minutes
Mayor Walter W. Parker called the Special Called meeting to order at 7 P.M. for
business legally presented. The following members of Council were present: James
Burke, Jr., Jack Youmans, Shirley Sessions, Pamela O'Brien and Mallory Pearce. City
Attorney Edward Hughes and Acting City Manager Rowena Fripp were present.
A special event petition from Michael Scarbrough of the Chamber of Commerce
requesting a permit for a Festival in Memorial Park on September 23 and 24 when the
Harley Davidson Tour comes to Tybee Island. Ms. Raamy Brown said that at the
Mayor's instruction she called and told Michael Scarbrough he did not have to come to
the meeting. Fripp asked the Chief if he had attended the meeting concerning the
festival. Price answered no, but that he has no problem with the festival. Sessions said
that this is a first class festival. Youmans said that a few of the participants have no idea
of what they are doing. Parker asked that the Council agree on the concept. Youmans
said they need to appear before Council before any decision is made, as we do not know
what Farmer promised them from the City. Sessions said that it is her understanding that
Farmer had the authority to grant the request and to deal with the organizers. Fripp said
that she agrees and that she will approve small simple request but anything large she likes
to put before the Council. Sessions said that the application from Sarah Newbury list
what is expected from the City. Youmans said that the Council can only do free parking
and police security. Sessions moved to approve the concept and have the applicants
come before Council at the July meeting. O'Brien seconded and requested that a
complete application be presented to Council. Sessions accepted the amendment from
O'Brien. Vote by Council was unanimous. Parker said that about 1,500 people are
expected.
Connie Nunnally asked permission to hold a Carribean Beach Festival on July 21
and 22 in the North Beach area. Nunnally said that Ziggy Mailey and the Medody
Makers will be performing at the free concert . Nnnnally stated that she is working with
Lorenza Bryant of the Chatham County Recreation Department is helping her with some
details and that she is working with CAT in order to get buses run on a every two hour
basis in order to hold down on the parking problems. Chief Price said that Tybee could
not handle the cars and that he would have to have outside officers to help with traffic
and parking. Nunnally said that she will have 40 people watches who will have walkie-
talkies and if any problems arise then they will call the police to handle the situation.
Parker asked for an estimate of the number of people expected to be attending this
concert festival. Nunnally answered that this concert is for the Savannah area and would
like to use local sponsors for this open concert. Sessions said that this would be
advertised in Dallas, Atlanta and Jacksonville. Parker asked if she had contacted North
Beach Grill. Nunnally answered not yet but plans to see him face to face. Nunnally said
that she would like to leave a video for Council to look at concerning previous concert.
Parker said that his concern was the number of people attending and that the area is in a
residential zone. Nunnally said 5,000 at most. Price said that cars are turning around and
going back off the island because there is no place to park, we usually have 13,000 cars
on Saturdays and between 12,000 to 13,000 on Sundays. Burke questioned the food and
beverage aspect of this event. Parker asked about a different location, possibly Grayson
Stadium in Savannah. Nunnally said that this is geared for a beach atmosphere. Parker

said that the City would be glad to talk with you. Nunnally asked that the City write
down their concerns and needs. Price said that if a stage is placed on the beach that you
can not block off foot traffic and that you can not charge. Nunnally said that it is no
charge only the cost of $3.00 for the bus ride. Parker asked Nunnally to get with Chief
Price and City Attorney Hughes. Price said that he will talk with Hughes Wednesday.
Sessions thanked Nunnally for the nice package and stated that it is a great idea. Parker
said that pre (April or May) or post (October or November) would be great months to
hold this at Tybee.
Pearce moved to adopt Section 9 -5 -1 (a)(13) Beach Rules Kegs on the beach on
its first reading. O'Brien seconded. Vote by Council was unanimous.
Pearce moved to adopt Section 9 -5 -1 Beach Rules Surfboards on its first reading.
O'Brien seconded. Hughes said that he will have this in the correct ordinance form for
the July meeting. Vote by Council was unanimous.
Not on the agenda for the special meeting was issue on taking vehicles home by
police officers. It was presented by Chief Price and discussed by Council, but no action
was taken.
Burke moved to enter into closed session to discuss personnel issues. O'Brien
seconded. Vote by Council was unanimous. During the session Hughes told Council that
discussion on the job description should be handled in open session. A discussion
relating to personnel was conducted. No action was taken.
O'Brien moved to reconvene the regular meeting. Pearce seconded. Vote by
Council was unanimous.
Pearce moved to approve the job description presented by Rowena Fripp titled
Community Development/Better Home Town Specialist but to remove the wording
where that person will represent the Mayor or City manager at meeting. Sessions
seconded. O'Brien asked that the title be change to Recreational Specialist. Pearce
accepted this change. Vote by Council was 4 in favor (Burke, Sessions, O'Brien and
Pearce); 1 opposed (Youmans).
Pearce moved to enter into closed session to discuss litigation. O'Brien seconded.
O'Brien moved to reconvene the regular and to adjourn. Pearce seconded. Vote by
Council was unanimous.
Burke asked about double wide on Fort Street. O'Brien asked Fripp to have
Bargeron look at the doublewide modular home on Fort Street to check for the correct
seals for a house, not a trailer. No action by Council was taken.

AFFIDAVIT
PERSONALLY appeared before the undersigned attesting officer,
duly authorized to administer oaths, ice' -cL —7... », , who
after being duly sworn, deposes and on oath states the following:
(1) I was the presiding officer of a meeting of the Tybee Island
City Council held on the .'v day of , 2000.
(2) That it is my understanding that O.C.G.A. § 50- 14 -4(b)
provides as follows:
When any meeting of an agency is closed to the public
pursuant to subsection (a) of this Code section, the
chairperson or other person presiding over such meeting
shall execute and file with the official minutes of the
meeting a notarized affidavit stating under oath that the
subject matter of the meeting or the closed portion
thereof was devoted to matters within the exceptions
provided by law and identifying the specific relevant
exception.
(3) The subject matter of the closed meeting or closed portion of
