TOWN COUNCIL ORGANIZATIONAL MEETING
July 7, 2008

presiding.
Councilmembers Present: Katie Sheldon Hammier, Ken Reid, Kevin Wright, David
Butler, Tom Dunn, and Mayor Kristen Umstattd.
Councilmembers Absent: Council Member Martinez arrived at 7: 15 p.m.
Staff Present: Town Manager John Wells, Town Attorney Jeanette Irby, Assistant to
the Town Manager Scott Parker, Thomas Balch Library Director Alexandra Gressitt,
Economic Development Manager Marantha Edwards, and Clerk of Council Lee Ann
Green.

1. Appointing a Vice Mavor
On a motion by Council Member Wright, seconded by Council Member Reid,
the following was proposed:
RESOLUTION 2008-93
Appointing a Vice Mayor
The motion was approved by the following vote:
Aye: Butler, Dunn, Hammier, Wright, Reid, and Mayor Umstattd
Nay: None
Vote: 6-0-1 (Martinez absent)
Council Member Hammier thanked her colleagues for the honor of becoming
Vice Mayor.
2. Councilmanic Appointments
RESOLUTION 2008-94
On a motion by Council Member Reid, seconded by Council Member Butler,
Council Member Martinez was elected Councilmanic representative to the Airport
Commission.
On a motion by Council Member Reid, seconded by Council Member Butler,
Council Member Martinez was elected Councilmanic representative to the Airport
Commission.
On a motion by Council Member Wright, seconded by Vice Mayor Hammier,
Council Member Dunn was elected Councilmanic representative to the Thomas Balch
Library Commission.
On a motion by Vice Mayor Hammier, seconded by Council Member Wright,
Council Member Dunn was elected Councilmanic representative to the Board of
Architectural Review.

On a motion by Vice Mayor Hammier, seconded by Council Member Dunn,
Council Member Reid was elected Councilmanic representative to the Economic
Development Commission.
On a motion by Council Member Wright, seconded by Council Member Reid,
Council Member Butler was elected Councilmanic representative to the
Environmental Advisory Commission.
On a motion by Council Member Wright, seconded by Council Member Reid,
Vice Mayor Hammier was elected Councilmanic representative to the Parks and
Recreation Commission.
On a motion by Council Member Reid, seconded by Council Member Butler,
Council Member Wright was elected Councilmanic representative to the Planning
Commission.
On a motion by Council Member Butler, seconded by Vice Mayor Hammier,
Council Member Wright was elected Councilmanic representative to the Commission
on Public Art.
On a motion by Council Member Reid, seconded by Vice Mayor Hammier,
Council Member Butler was elected Councilmanic representative to the Technology
and Communications Commission.
On a motion by Council Member Martinez, seconded by Council Member
Dunn, Council Member Butler was elected Councilmanic representative to the Tree
Commission.
On a motion by Council Member Wright, seconded by Vice Mayor Hammier,
Council Member Reid was elected Councilmanic representative to the Standing
Residential Traffic Committee.
On a motion by Council Member Reid, seconded by Council Member Wright,
Vice Mayor Hammier was elected Councilmanic representative to the Loudoun County
Economic Development Commission.
On a motion by Council Member Reid, seconded by Council Member Butler,
Vice Mayor Hammier was elected Councilmanic representative to Crossroads.
On a motion by Vice Mayor Hammier, seconded by Council Member Dunn,
Council Member Reid was elected Councilmanic representative to the Dulles Area
Transportation Association (DATA).
On a motion by Vice Mayor Hammier, seconded by Council Member Reid,
Mayor Umstattd was elected Councilmanic representative to the Northern Virginia
Regional Commission.
On a motion by Vice Mayor Hammier, seconded by Council Member Butler,
Council Member Reid was elected alternative Councilmanic representative to the
Northern Virginia Regional Commission.

On a motion by Council Member Wright, seconded by Council Member Butler,
Council Members Wright and Martinez were elected Councilmanic representatives to
the Annexation Area Development Policies Committee.
On a motion by Council Member Wright, seconded by Mayor Umstattd,
Council Member Wright was elected Councilmanic representative to the Virginia
Municipal League Finance Committee.
On a motion by Council Member Wright, seconded by Vice Mayor Hammier,
Council Member Butler was elected Councilmanic representative to the Virginia
Municipal League General Laws Committee.
On a motion by Vice Mayor Hammier, seconded by Council Member Butler,
Council Member Reid was elected Councilmanic representative to the Virginia
Municipal League Transportation Committee.
On a motion by Vice Mayor Hammier, seconded by Council Member Wright,
Council Member Reid was elected Councilmanic representative to the Virginia
Municipal League Environmental Quality Committee.
On a motion by Council Member Wright, seconded by Council Member Butler,
Vice Mayor Hammier was elected Councilmanic representative to the Virginia
Municipal League Human Development and Education Committee.
On a motion by Vice Mayor Hammier, seconded by Council Member Wright,
Council Member Dunn was elected Councilmanic representative to the Virginia
Municipal League Community and Economic Development Committee.
All motions were approved by unanimous vote 6-0-1 (Martinez absent).
3. Boards and Commissions Appointments
a. Airport Commission
On a motion by Vice Mayor Hammier, seconded by Council Member
Butler, the following motion to reappoint Steve Axeman, Tom Dunlap, Robert
Hall and to appoint Rich Vaaler to the Airport Commission was proposed:
