Mr. Webb then presented to the councilmen present their salary
for the past seventeen months.
Discussion followed on the grading of 96th sttreet, which as
yet had not been completed by the Surfside contractor and the matter
was tabled for `'r. Souuher.land's attention.,
Mr. Whittaker asked the Town "anger how many houses had been
started or completed in ;he village and Mr. Webb informed him at
the present time there were 41.

FEBRUARY 7, 1949
The regular meeting of the Bal Harbour Village Council was
held at 8:00 o'clock P. M., February 7, 1949 in the Administration
Building.
Present: Messrs. Bonneau, Graham, Jr., Southerland, and
Whittaker.
Absent: Mr. Simons.
Also present were Mr. W. H. 'Webb, Town Manager, and Mary T.
Wetterer, Town Clerk.
The minutes of the previous meeting of December 3, 1948 were
read and approved.
Discussion followed on Mr. Shepard broad's request that bay
Harbor Island be paid for fill removed by bal Harbour Village from

the street repaving job on 96th Street. Mr. Whittaker informed them the
fill actually belonged to Bal Harbour and Surfside and the discussion
was closed.
Mr. Southerland reported that the Southern Bell Telephone and
Telegraph Company had accepted Ordinance No. 14 adopted by the
council December 3, 1948 and on motion duly passed it was ordered
that the acceptance be attached to the original ordinance in the
Ordinance Book.
Mr. graham explained that he and Mr. Webb had attended a
dinner of the Taxpayer's Vigilance Association regarding the final
payments of the fund agreed upon to fight the Consolidation Bill
parsed by the 1947 Legislature. He stated that inasmuch as all
thk communities did not pay their pro rate share of this expense
an additional contribution would have to be made, the additional
share of Bal Harbour Village being $80.00. Upon motion of Mr.
Graham, seconded by Mr. Whittaker, it was voted that this amount
be taken from the Yayor's Fund, and sent to Yr. W. Keith Phillips,
Treasurer of the committee formed to appose the consolidation of
Dade County municipalities.
The Council examined the financial report for the first quarter
of Village operations ended December 31, 1948, and discussion fol-
lowed as to whether it would be better for the Village to self
insure with regard to Workmen's Compensation Insurance and Liability.
Mr. Webb stated that this would be quite costly and would get
figures for the next meeting on the actual amount of bond that would
have to be posted.
Mention was made that the Town of Surfside had hooked on to
our storm sewer and it was explained that this was done under the
authorization of Mr. Robert Graham, Sr.
The Town Manager then explained to the council that after con-
sideration of various items in Ordinance No. 7 (License Ordinance)
of bal Harbour Village it was his opinion that some of the charges
were not consistent with the amount of the contracts entered into
by the licensees, and recommended certain changes. Mr. Souther -
land, after consideration, presented to the council a proposed
Ordinance No. 15 amending Ordinance No. 7. After di+rusrion of
each item involved it was moved by Mr. Whittaker, seconded by
Mr. Graham, that the propoo(4 Ordinance No. 15 be adopted. Upon
vote the motion was unaninously carried and Ordinance No. 15 en-
titled:

There being no further business on motion duly made, seconded ,
and carried, the meeting was adjourned.

The regular meeting of the council of Bal Harbour Village was
held at SsOO P. M., March 7, 1949, in the Administration Building.
Present: Messrs. Bonneau, Southerland and Whitaker
Absents Messrs. L;rsham, Jr, and Simons.
Also present were Mr. W. H. Webb, Town Manager and Mary T.
Wetterer, Town Clerk.
The reading of the minutes of the previous meeting of February
7, 1949 was dispensed with.
Mr. Webb reported on the cost to the Village of carrying
Workmen's Compensation Insurance to cover Village employees. It
was the consensus of opinion of the members of the council present
that it would be inadviseable for the Village to become a self
insurer in view of the cost as indicated by the figures presented
by Mr. Webb as to the experience of the City of Miami Beach. There-
upon motion of Mr. Bonneau, seconded by Mr. Whittaker, it was voted
that the Town Manager continue to carry Workmen's Compensation
Insurance with a recognized insurance company as heretofore has
been done.
