Regular Meeting: Roll Call 2. Approval of Agenda: Trustee Soles moved, and Trustee Taylor seconded the motion to approve the Agenda. Motion carried: 7-0. 3. Consent Agenda: a) Minutes – February 18, 2015 Trustee Taylor moved, and Trustee Waldow seconded the motion to approve the consent agenda. Motion carried: 7-0. 4. Open Forum: 5. Public Hearings: 6. Discussion and Possible Action Regarding: a) Memorandum of Understanding with Infinite West (Grand Roots Project) The MOU would establish a partnership with Infinite West for the Grand Roots Project to plant heirloom vegetables in beds owned by the Town, allowing residents and visitor’s access to the fresh vegetables. The need for liability insurance to cover possible issues that may arise will need to be addressed. TM Durbin will work on a solution. The Trustees directed staff to move forward with the MOU and to bring it back to the April 1, 2015 meeting for approval. Page 2 of 2 b) Economic Development Request for Proposals The Joint meeting of the Winter Park Town Council and the Winter Park Fraser Chamber of Commerce brought about the desire to work together regarding economic development. A strategy to bring about a Strategic Economic Development Plan would begin by seeking proposals from RRC and EPS, companies that can be utilized to facilitate a plan to move forward. Mayor Smith and Trustees Taylor, Waldow, Miller, Soles and Mather supported staff in moving forward with seeking proposals from consultants and bringing those back for Town Board approval. c) Transit Appointment The County has asked the Town of Fraser to appoint a representative to a transit task force to look into building a transit backbone piece, linking transit from the Fraser Valley to Kremmling. The Board recommended appointing Trustee Mather as the Fraser representative to the task force. Trustee Vandernail moved, and Trustee Miller seconded the motion to approve Trustee Mather as Fraser’s transit appointment. Motion carried: 7-0. 7. Other Business: 8. Executive Session For a conference with the Town’s Attorney for the purpose of receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-402(4)(e) regarding water and sewer matters and to include Town Manager Durbin, Town Attorney McGowan, Special Council Thorne, Water Engineer Palumbo, Town Engineer Swanson, Public Works Director Nordin and Plant Supervisor Fuqua. In addition to being unsightly it creates noxious odors and attracts pests. Also, pet waste contains fecal coliform and other bacteria, some of which can cause gastrointestinal infections, as well as infections to the ear, eye and throat in humans. It pollutes ground water and streams, killing fish and increasing water treatment costs. Therefore, the Town of Fraser kindly encourages you to set an example of being a responsible citizen for the entire community and pick up after your pet. Moreover, if citizens would pitch in, Fraser would be free of pet waste in no time. While taking care of our Fraser, remember that pet waste should be flushed in the toilet and the collection bag thrown in the garbage; and do not forget to wash your hands with warm, soapy water after handling pet waste. . Administration Laserfiche: We’re anticipating full integration will take place mid-April. We will have an on-site meeting with our GIS consultant, SCorp and staff to launch the new software connections and work out any issues that may arise. Special Event Permits: With the many of the events crossing jurisdictions, we are working on a plan to coordinate special event efforts at the Winter Park-Fraser Chamber’s office as a “one-stop shop” for applicants who may be hosting events in Fraser, Winter Park, Grand County and the Forest Service. Finance The Finance Department is finalizing the Management Discussion and Analysis (MD&A) portion of the 2014 Audit Report. We are still on track for an April 15th Town Board meeting presentation of the Draft 2015 Audit Report. Digital record keeping has been fully integrated in the Finance Department since the start of this year, continued tweaking of the records set-up is ongoing in Laserfiche. The next milestone in this digital revolution will be pulling the plug on the redundant paper trail being kept currently (a duplicate system – representing how records were formally archived). It is anticipated that the start of the second quarter may be the date to forgo keeping hard copies of the financial document trail. 2 Building The Building Department has not much new to report in the month of March. Inquiries about building permits and associated building regulation have increased substantially, which is a good indicator of future projects to come. The unseasonably warm weather has construction folks already making preparations for another busy building season. Projects of interest that have been submitted for building permit approval are three new triplex townhome structures in the Rendezvous subdivision. A single family dwelling in the Rendezvous subdivision has been submitted as well. New Deck/Patio Area 2015 through March 0 sq. ft. 3 Planning The Town Planner and Winter Park’s Town Planner James Shockey will travel to the Minturn Town Hall on March 26, 2015 to do a brief presentation of our project to the Northwest Colorado Council of Governments (NWCCOG). To reiterate, we have applied for a NWCOOG technical assistance grant with the Town of Winter Park. The funding will be used to pay for a portion of the estimated cost to pay a consultant to update and complete the Grand County Master Plan, Subarea 1 (Winter Park/Fraser Valley). This is a collaborative effort with Headwaters Trails Alliance (HTA), who recently issued an RFP in order to select the consultant. This area has the greatest trail density and diversity of land management regimes. The plan will focus on more sustainable trails, consistent trail signage, improving trail character, enhancing trail experience and increasing safety. Stay tuned for information about the public planning process for this plan! Planning Commission The Planning Commission welcomes new member-commissioner Debbie Young! Debbie and her husband live in Rendezvous. The commission met on March 25, 2015. Jessica Ibanez, from Colorado Brick Council, was invited to initiate a discussion and conduct an educational presentation on design policy. Fraser currently has design guidelines only in the Business District. The Planning Commission also discussed parking regulations in the Business District. Here is the question we posed to other Colorado communities: “In keeping with the wave of change in the public planning field, the Town of Fraser is researching reducing the required parking in business/commercial/mixed use zoning districts in an attempt to promote low impact development, allow for infill, attract environmentally and economically sustainable development and create a sense of place! While there has been much discussion on this matter, the Town of Fraser is very interested in hearing from planners who have been successful in this arena and what challenges and opportunities you have experienced as you progressed through this process.” The commission is in receipt of two major subdivision proposals and both have scheduled for public hearings at the April 22, 2015 Planning Commission meeting. These proposals are:  Elk Creek at Grand Park: Grand Park Development LLC, the applicant, is proposing 71 single-family lots to be platted and constructed in five (5) phases on approximately 17 acres; and  East Mountain Filing 9: Rendezvous Colorado LLC., the applicant, is proposing 54 single-family attached lots on approximately six acres. 4 Public Works Fraser is participating in the Colorado Department of Public Health and Environment’s (CDPHE) Pursuing Excellence Awards Program. The Program strives to improve public health by providing drinking water systems and operator’s resources and recognition to continually improve water quality through their performance from source to tap. Components of the program include: Distribution maintenance goals; Action Plan optimization; Source Water Protection measures; and Treatment performance goals. For our involvement, Fraser received a free chlorine test kit ($350 value!) and will be recognized at a CDPHE awards event during National Water Week, May 3-9, 2015. Our 2015 Drinking Water Consumer Confidence Report (CCR) for calendar year 2014 was published in the Ski-Hi News last week and also posted at our official posting locations, Town Hall and post office. Our water systems remote telemetry system is in need of upgrades to the programmable logic controller (PLC) units and the Panel View display screen units. A Public Works briefing will be coming to the Board of Trustees in the near future requesting the purchase of these budgeted upgrades. These upgrades are very similar to the upgrades the wastewater plant just made and continues to make. The bid opening date for the sanitary sewer rehab project is April 2nd. The Public Works office will review all bids submitted and make a recommendation based on the lowest responsible, responsive bidder. Final project bid tabulation numbers will be presented at the 4/15 board meeting. The office anticipates bringing a resolution authorizing the expenditure of budgeted funds for said project at the next available board meeting, hopefully in May. The Pedestrian Bridge over the Fraser River bid opening will also be held on April 2nd. The department is busy preparing our 8 sanitary sewer flow meters (iTrackers) for installation in the collection system this week. Our beautiful new street sweeper made its maiden voyage two weeks ago! We have since experienced some maintenance and mechanical issues that will require it to leave for Denver this week to the doctor. Help wanted ads are placed for our seasonal gardening and utility maintenance laborers. The office continues reviewing of applications submitted for the Town Engineer position. Box 1825 Fraser, CO 80442 ________________________________________ Lu Berger, Town Clerk and Secretary to the Local Liquor Licensing Authority 4770 Baseline, Suite 360 w Boulder, CO 80303 w TEL 303/449-6558 w FAX 303/449-6587 w www.rrcassociates.com         March  20,  2015     Catherine  Ross  and  Jeremy  Kennell   Winter  Park  &  Fraser  Chamber   78841  U.S.  Highway  40   Winter  Park,  CO       RE:  Proposal  to  the  Chamber  on  behalf  of  the  towns  of  Winter  Park  and  Fraser,  Colorado     Via  email:  jkennell@playwinterpark.com     Dear  Catherine  and  Jeremy:     Introduction   This  letter  is  a  proposal  from  RRC  Associates  to  assist  the  towns  of  Fraser  and  Winter  Park  in  the   development  of  an  Economic  Development  Planning  Strategy.    This  effort  would  be  designed  to  build   upon  previous  studies  and  discussions,  and  to  create  an  effective  and  actionable  planning  strategy  to   guide  the  towns  toward  actions  that  will  further  local  economic  development  goals.     RRC  Associates  would  be  assisted  by  EPS,  a  Denver-­‐based  firm,  in  this  effort.    Both  firms  are  long-­‐ established,  and  they  share  past  experience  working  together  on  these  types  of  studies.    Further,  by   virtue  of  previous  work  in  Grand  County,  both  RRC  and  EPS  would  be  building  upon  current  familiarity   with  local  economic  conditions  and  opportunities.         As  described  in  more  detail  below,  the  Economic  Development  Planning  Strategy  would  include  a   combination  of  a  facilitated  process,  along  with  careful  analysis  and  a  clear  articulation  of  goals  and   strategies.  At  the  conclusion  of  the  proposed  study,  the  towns  would  have  a  document  that  summarizes   multi-­‐year  goals  for  economic  development  and  specific  actions  and  sequential  steps  that  would   position  the  two  towns  individually,  jointly,  and/or  regionally  to  take  maximum  advantage  of  identified   opportunities.  Further,  as  a  result  of  the  concurrent  process  of  public  outreach  and  discussion,  the   towns  would  have  a  general  understanding  of  levels  of  support  agreement  around  the  specific  actions  or   strategies  that  will  be  identified  in  the  Plan.    The  effort  will  involve  three  phases  that  are  described  in   more  detail  below.    In  general  terms  the  steps  will  include:     • Collection  and  Analysis/Interpretation  of  relevant  background  data  to  provide  an   understanding  of  existing  conditions   • Identification  of  local  conditions  through  community  input  to  include  a  SWOT  analysis,   other  types  of  facilitated  discussions  (including  one  or  more  additional  work  sessions   with  the  Town  Councils,  etc.),  a  community  survey  and/or  focus  groups,  etc.   • Development  of  the  Economic  Development  Planning  Strategy   Winter  Park  &  Fraser  Chamber  Proposal   3/20/15  p.  2       1. Collection  and  Analysis  and  Interpretation  of  Data  Describing  Existing  Conditions     Upon  authorization  to  proceed,  RRC  would  gather  and  organize  information  from  a  broad  set  of  sources   on  a  variety  of  topics  related  to  economic  conditions  within  the  towns,  Grand  County  and  at  the  state   and  national  level.    This  effort  would  draw  heavily  on  the  Grand  Profile  study  that  this  nearing   conclusion;  that  study  resulted  in  the  compilation  of  much  of  the  needed  information  to  support  the   efforts  of  Fraser/Winter  Park  and  there  would  be  clear  efficiencies  resulting  from  previous  work  that  has   been  completed.  Our  team  would  build  on  that  information  and  on  studies  conducted  by  EPS  for  the   Town  of  Winter  Park,  as  well  as  other  resources.     The  team  will  carefully  document  available  data  and  our  analysis  so  that  we  will  be  creating  information   resources  that  can  be  used  by  Town  staff  and  the  public  as  a  part  of  this  Plan,  but  also  in  subsequent  or   related  efforts.  The  goal  is  to  create  a  dynamic  resource  that  can  be  used  by  all,  designed  to  support   local  efforts  to  get  everyone  “on  the  same  page”  and  positioned  to  move  forward.       The  deliverable  product  from  the  data  collection  and  analysis  task  would  be  a  summary  written   report  together  with  tables  and  charts  identifying  relevant  findings.    It  is  anticipated  that  the  Data   Compilation  step  result  in  a  Power  Point  summary  of  findings  suitable  for  presentation  to  and  use  by   Councils  and  the  public.       2. Identification  of  Local  Conditions  through  Community  Input       The  team  would  prepare  a  SWOT  analysis,  as  well  as  other  materials  suitable  for  guiding  local   discussions  on  economic  development  including  identification  of  opportunities,  and  recognition  of   priorities  and  needs.    This  step  will  provide  public  input  to  compliment  the  fact-­‐based  information   gather  in  Step  1  identified  above.    The  techniques  to  be  used  to  complete  this  step  are  not  finalized  at   this  time  but  they  will  draw  upon  the  experience  of  RRC  and  EPS  in  facilitating  and  encouraging  public   input.    Further,  we  will  assess  the  results  from  the  initial  work  session  held  with  the  Town  Councils  and   the  Chamber  Board,  and  the  team  will  build  on  what  has  already  occurred.     Our  team  is  highly  experienced  in  the  use  of  community  surveys,  focus  groups,  stakeholder  interviews   and  other  types  of  on-­‐line  communications  to  gather  input  for  public  processes.    With  staff   participation,  we  will  evaluate  the  suite  of  potential  tools  that  are  available  to  gather  community  input   and  we  will  recommend  and  then  utilize  selected  techniques  to  gather  additional  information  to  support   the  development  of  a  plan.       The  deliverable  product  from  the  community  input  task  would  be  a  summary  written  report,   together  with  data  tables  and  charts  from  any  survey  work  to  document  input  and  findings.                         Winter  Park  &  Fraser  Chamber  Proposal   3/20/15  p.  3     Development  of  the  Economic  Development  Strategy     The  central  component  of  the  work  program  is  the  creation  of  the  Economic  Development  Strategy.     This  document  will  be  based  on  information  collected  through  the  above  described  steps  and  will   document  local  and  regional  goals  and  strategies  to  be  explored  and  implemented  by  the  towns,  both   together  and  individually.    The  Plan  will  identify  appropriate  and  prioritized  actions  along  with  a  series  of   goals  that  are  stated  in  terms  of  timelines,  i.e.  one,  three,  five  and  seven  year  time  horizons.     The  Plan  will  identify  specific  opportunities  for  cooperative  efforts,  and  it  will  call  out  responsibilities   amongst  the  entities  for  carrying  out  various  elements  of  the  Plan.    It  will  also  describe  a  process  by   which  it  can  be  updated  over  time.    The  Plan  is  anticipated  to  be  a  “living”  document,  to  be  revisited  and   refined  over  time.         The  deliverable  product  from  this  set  of  tasks  would  be  a  written  report,  together  with   supporting  summary  data  that  will  be  known  as  the  Fraser/Winter  Park  Economic  Development   Strategy.    This  report  will  also  be  summarized  in  a  Power  Point  format  suitable  for  local  use  and   presentations.     Summary  of  Products  and  Related  Costs   As  noted  above,  the  process  will  result  in  a  set  of  deliverable  products.  The  estimated  costs  for  this  work   are  summarized  below.    We  suggest  that  a  “not  to  exceed”  budget  of  $50,000  be  agreed  upon  for
