AN ORDINANCE TO APPROPRIATE FROM TILE CUMULATIVE CAPITAL IINIPROVEMENT FUND
(CIGARETTE TAX)
WHEREAS, coxtain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate more
money for the various functions of theCity Government than was appropriated
in the annual budget.
NOW 7HFRFFORF. BE TT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1979, the following amount of money is hereby
appropriated and set apart out of the fund named and for tiie purpose specified.
Said sum being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
Cumulative Capital Improvement Fund CCigarette Tax) the following specified
amount to meet the extraordinary emergency hereby declared to exist:

(Cigarette Tax) $5,700. $5.700.
TOTAL 5,700. 5,700.
THESE FUNDS ARE, TO BE APPROPRIATED FOR THE FOLLOVING:
Traffic Signals and Installation of Traffic Signals in
Connection with the Reconstruction of Williamsburg
Pike.
SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.
PASSED AND ADOPTED by the Common Council of the City of Richmond, Indiana, this

The 'Common Council of the City of Richmodd, Indiana, met in regular session in the
Council Chambers in 'the Municipal S,uilding of said. City February 19, 1979
at the hour of 7:30 p.m.
Councilman Faust presided with the following members present:
Messrs. Ahaus Austerman Carter

Welch , . Williams
Absent: None
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of. February 7th and February 14th
Said notices st-ated that a public hearing would beheld on the 19th day of
February, 1979 by this Common Council, to consider additi.onai-apprgpria-
tions as provided for in.Ordinance No. 14-1979 , within the, City of
.Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct.and in order. Councilman Mills moved .the
proof of publication and posting of notices be received and ordered filed, .
seconded b Councilman Welch , and on voice vote the motion was
carried.
The Clerk read on second reading Ordinance No. 14-1
After hem=.ring all persons present, Ordinance No. 14-1979 was placed on
final passage or rejection and on a call of the roll the following was recorded:
