HomeMy Public PortalAbout04/07/93 Board of Appeals CCMMINUTES The Local Board of Review of the City of Medina, Minnesota met Wednesday, April 7, 1993 at 7:00 p.m. in the City Hall Council Chambers for the purpose of reviewing and correcting the assessment of the city for the year 1993. Present: Boardmembers John Ferris, James Johnson, Ann Thies, Philip Zietlow and Mayor Anne Theis. Absent: None. Also Present: City Assessors Rolf Erickson and Ann Risch, James Ingemunson, principal appraiser for the Hennepin County Assessor and Clerk -Treasurer Jeff Karlson. David Wessin, 1125 Hamel Road, said he recently refinanced his home and the appraised value was $6,000 less than the estimated market value of $89,000. City Assessor Rolf Erickson said it is typical for banks to come under the market value of a home to protect themselves from overextending credit and increasing their risk. City Assessor Ann Risch recommended the the market value be lowered to $85,500. Al Reckner, 2825 Lakeshore, said he purchased the property October, 1992 for $101,000. Reckner said he tore down the existing house so he could build a new one. He said the lot was appraised at $60,000. The assessor placed a market value of $87,000 on the lot and $35,700 for the partially completed home. City Assessor Erickson recommended that the value stay the same. Al Saari, 3132 Tamarack Drive, said there was a $12,500 difference between the market value of $168,500 and the appraised value of $156,000. Erickson said he doesn't put much credence in refinancing appraisals. Erickson said if an assessor is within 5%, it is a good appraisal. Laurie Awes, 4550 Pioneer Trail, said she purchased a horse breeding facility in August, 1990 for $220,000. Awes said the property did not have operational restrictions until after she purchased the facility for training and boarding horses. She said she could board up to 28 horses, which was seven less than before. Awes felt that this loss of potential income impacted the value of the property, estimated at $218,000. Boardmember Zietlow said there was no evidence that the property value would decrease because of the restrictions placed on the boarding of horses. Boardmember Jim Johnson left the meeting at 7:50 p.m. Lenny Leuer, 3625 Chippewa Road, said he lives near the Woodlake Landfill where he has a direct view of the landfill. Leuer said it is very noisy during the hours it is in operation and odors are very noticeable. Leuer said the market value of his home was increased to $104,000 but should remain at $102,600 where it had been for the past three years. Rodney Chuba, 2014 County Road 19, said the estimated market value of his home was $101,500 and he recently had it appraised at $105,000. Boardmember Thies said he was better off with the lower market value so he wouldn't have to pay additional property taxes. Assessor Erickson told Chuba he was the beneficiary of a generous appraisal from the bank which typically do not offer more credit than they have to. Steve Johnson, 3452 Elm Creek Drive, said the market value of his home increased from $136,400 to $152,500. Erickson said that based on residential sales of comparable homes in Medina, the market value placed on Johnson's home is fair and reasonable. Lee Solhein, 243 Cherry Hill, said he recently purchased a home for $134,900 and the estimated market value of the home was placed at $153,600. Boardmember Ferris said he was uncomfortable with the market value being so much higher than the purchase price when the house was just recently sold to Solhein. BOARD ACTION: David Wessin, 1125 Hamel Road Moved by Thies, seconded by Ferris, to reduce the estimated market value from $89,000 to $85,500 as recommended by the assessor. Motion carried unanimously. Al Reckner, 2825 Lakeshore Moved by Ferris, seconded by Thies, to leave the estimated market value of $122,700 the same. Motion carried unanimously. Al Saari, 3132 Tamarack Drive Moved by Thies, seconded by Ferris, to leave the estimated market value of $168,000 the same. Motion carried unanimously. Lauries Awes, 4550 Pioneer Trail Moved by Thies, seconded by Ferris, to reduce the estimated market value of $218,000 by 5%. Motion carried unanimously. Lenny Leuer, 3625 Chippewa Road Moved by Zietlow, seconded by Ferris, to reduce the estimated market value from $104,000 to $102,600. Motion carried unanimously. Rodney Chuba, 2014 County Road 19 Moved by Thies, seconded by Zietlow, to leave the estimated market value the same. Motion carried unanimously. Steve Johnson, 3452 Elm Creek Drive Moved by Ferris, seconded by Mayor Theis, to leave the estimated market of $152,500 the same. Motion carried unanimously. Lee Solhein, 243 Cherry Hill Moved by Zietlow, seconded by Ferris, to reduce the estimated market value from $153,600 to $145,000. Motion carried unanimously.
