RESOLUTION NO. 61 -122
WHEREAS, the City of Temple City desires to provide
for a planning study contributing to an over -all program for
future community development, the preservation of community
values, the prevention of conditions tending to cause urban
blight, and the promotion of the general health, safety, and wel-
fare of its citizens; and,
WHEREAS the State Department of Finance, under author-
ity of Chapter 1641, Statutes of 1959, may provide planning
assistance for such a program and receive financial assistance
from the Urban Renewal Administration, as authorized by Section
701 of the Housing Act of 1954, as amended (Public Laws, 83rd
Congress); now therefore, be it
RESOLVED, That the City Council of the City of Temple
City hereby requests the State Department of Finance to provide
planning assistance under authority of Chapter 1641, Statutes
of 1959, with such financial assistance as may be provided by
the Urban Renewal Administration, under authority of Section
701 of the Housing Act of 1954, as amended (Public Laws 860,
83rd Congress). That such planning assistance is more particular-
ly described in a project description that is attached hereto
and made a part of this resolution as if fully set forth herein.
THAT, the City Council of the City of Temple City,
subject to approval of such planning assistance by the State
and Federal authorities, hereby authorize.);
(a) payment to the State Department of Finance of a
sum not to exceed $9,000, and,
(b) use of personnel of the City of Temple City
for technical assistance in this project, which
assistance has an estimated value of $2,385, and,
(c) provision at the City's expense of a field
crew to conduct the land use survey, the necessary
IBM punching and sorting, assessment data and
maps to total $6,615.
THAT, the Mayor of the City of Temple City be, and he
hereby is, authorized and empowered to execute in the name of
the City all necessary applications, contracts, and agreements
to implement and carry out the purposes specified in this
resolution.

SCOPE OF THE PROPOSED PLANNING PROJECT
A. Nature and Purpose of Planning Work
1. Make a thorough survey of the City in order to compile
the pertinent data essential to the preparation of a
Master Plan.
2. Develop a Comprehensive Master Plan.
3. Prepare an adequate Zoning Ordinance.
4. Prepare an adequate Subdivision Ordinance.
5. Prepare specific maps to illustrate the content of the
Master Plan, the Zoning Ordinance, etc.
B Relation of Work to Comprehensive Planning Program
1. The proposed Master Plan would include the following
elements:
a. Land occupancy and land use;
b. Streets and highways (circulation.);
c. Off- street parking;
d. Recreation;
e. Public buildings;
f. Schools;
g. Traffic;
h. Economic pattern (land and improvement values, etc..)
2. Preplanning of undeveloped or partially developed areas
with particular reference to:
a. Streets;
b. Lot patterns;
c. Land use.
3. Identification of Possible Renewal or Redevelopment
areas and Preparation of Maps as necessary.
C. Relation to Federal Interests: Orderly Development of the
Community.
1. Extensive surveys and analyses to include:
a. Land use;
b. Zoning pattern;
c. Percentage of land coverage;
d. Number of dwelling units;
e. Traffic;
f. Off- street parking facilities;
g. Population (by location and age brackets);
2. Other data to be taken from official records:
a. Land valuations for taxation purposes;
b. Improvement valuations for taxation purposes;
c. Amount of tax exemption, if any, by parcels;
d. Present and potential condition of other tax
resources such as the Sales Tax.
3. Preparation of a Zoning Ordinance text in accordance
with the following principles:
a. Statistical analysis of present zoning pattern;
b. Preparation, printing and binding of a preliminary
draft in consultation with the City Planning Commission;
c. Consideration and revision, as needed, of the
preliminary draft in consultation with the Planning
Commission;
d. Preparation, printing, and binding of the first
revised draft;
e. Public hearing -- Planning Commission;
f. Possible revision of the first revised draft;
g. Preparation, printing and binding of the second
revised draft;
h. Public hearing -- City Council;
i. Possible revision of the second revised draft;
j. Preparation of the final revised draft.

4. Preparation of detailed zoning and land -use maps in
accordance with the following details:
a. Preparation of a preliminary Zoning Map in color,
based on data obtained from the surveys and conform-
ing to the policies defined in the text of the
Zoning Ordinance;
b. Possible revision of the suggested zoning map in
consultation with the Planning Commission;
c. Preparation of a second colored zoning map incorpor-
ating such changes;
d. Public hearings -- Planning Commission;
e. Consideration of possible changes in the second
zoning map in consultation with the Planning
Commission;
f. Preparation of a second revised colored map incorpor-
ating such changes;
g. Public hearing -- City Council;
h. Consideration of further changes in the zoning map
in consultation with the City Council and the
Planning Commission;
i. Preparation and printing of the final map in black
and white to include appropriate symbols.
5. Preparation of graphic charts illustrating features of
of the Zoning Ordinance, to be included in the printed
copies of the same.
6. Preparation of a Subdivision Ordinance to include:
a. Standards, policies and procedures in processing
and approving subdivisions;
b. Standards, policies and procedures in processing
and approving lot splits or subdividing odd parcels
of land into lot equivalents where four (4) or less
parcels result, commonly referred to as "lot split
procedures ".
7. Methods to be used in the collection of data:
a. Field surveys;
b. Conferences and interviews;
c. Questionnaires, as needed.
8. Sources of information:
a. Original surveys;
b. Census data;
c. Public records;
d. Other reports, maps, plans and surveys available
for reference.
9. Maps to be prepared:
a. Aerial Mosaic - 1" = 400'
b. Aerial Maps - 1" = 100'
c. Cadastral Maps - 1" = 100'
d. Base Maps - 1" = 200'
e. Valuation Maps - 1" = 400'
f. Composite Project Mitps (color) 1" = 600'
g. Larger scale detailed plans for special features
to be of such appropriate scale as to be readily
legible;
h. Physical analysis plans for redevelopment areas, if any;
i. Zoning maps (colored and black and white), as
detailed above.
10. Reports to be prepared:
a. Preliminary Zoning Ordinance;
b. Revised Zoning Ordinance;
c. Preliminary Subdivision Ordinance;
d. Revised Subdivision Ordinance;
e. Off- street Parking;
f. The final complete report on "PROPOSED GENERAL PLAN
FOR TEMPLE CITY ", to include maps and text.

D. Prior Planning Work Completed.
Since the City of Temple City was incorporated May 25,
1960, all prior planning was undertaken by the Regional
Planning Commission. Since then, however, the City has
completed the following:
1. Adoption of planning, zoning and subdivision regulations
as set forth in Article IX, Temple City Ordinance No. 1;
2. Adoption, by reference of the Los Angeles County
Zoning Ordinance as an interim planning measure until
a more appropriate ordinance is prepared;
3. Adoption of an ordinance pertaining to residential
development standards;
4. Adoption of an ordinance amending the County Zoning
Ordinance by setting forth specific procedures for
obtaining variances.
E. Future Planning Work Contemplated.
1. Enforcement of all provision of the Master Plan.
2. Improvement projects, as necessary.
3. Renewal or redevelopment projects, as may have been
indicated in the process of Master Plan development
or as may later become necessary.
F. Planning Assistance to Cities and Other Areas of Less than
50,000 Population.
1. General limits of urban and urbanizing area: The
entire area of the City as well as the unincorporated
fringe; the latter to be accomplished in cooperation
with other governmental agencies.
2. Provisien for ensuring the completion of work in its
entirety: The City Council, by virtue of jurisdiction
over the area, the appointment of the Planning
Consultants, and the adoption of the proposal for
planning, has unalterably indicated its determination
to have a Master Plan evolved, and put into effect for
the orderly development of the community. The various
aspects of" the Master Plan such as the Zoning and
Subdivision ordinances, which will be adopted by the
City Council as well as the Planning Commission, will
help ensure the enforcement of the Planning Program
in its entirety.
