TIFFIN CITY COUNCIL SPECIAL MEETING
Mayor Royce Phillips called meeting to order at 6:32 pm. on Wednesday November 22, 2010 at the Springmier Library.
Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke, Mark Petersen and Travis Weipert.
■Iso present City Engineer, Mike Hart and City Clerk Ruth Demuth.
notion made by Ball and seconded by Weipert for approval of Agenda as presented. All actions approved by all Ayes
unless so noted other and a notice of absence.
Motion made by Ball and Seconded by Weipert to open Public Hearing for second hearing on the sidewalk vacate
between Lot#24 and Lot#25 in Woodfield Ridge Part One. No written or oral comments received for or against vacate of
sidewalk. Motion made by Weipert and seconded by Ball to close hearing. Motion made by Ball and seconded by Weipert
to read Resolution 2010-56 by title only. Motion made by Council person Gericke and seconded by Council person Ball to
introduce Resolution 2010-56 Vacating Certain Property by Deed Pursuant to Section 354.23 Iowa Code for approval.
Motion made by Bartels and seconded by Petersen to retire to closed session for discussion of possible litigation pursuant
to Iowa Code 21.5(1)c. on the Ned and Ann Allen Driveway. Closed Session began at 6:40pm.Motion made by Weipert
and seconded by Petersen to return to open session of the City Council meeting for discussion. City Council returned to
Open Session at 6:55pm.

Motion made by Weipert and seconded by Ball to pay an amount of$8,000 to Ned and Ann Allen for reimbursement of
engineering and grading costs involved on their driveway. Ayes: Ball, Gericke, Petersen and Weipert. Abstain: Bartels.
Motion made by Ball and seconded by Weipert to direct Attorney Greenleaf to develop legal documents on
reimbursement. Formal action by resolution for approval placed on December 8, 2010 regular city council meeting.
Motion made by Petersen and seconded by Gericke to read Resolution 2010-57 by title only. Council person Gericke
made motion and seconded by Council person Weipert to introduce for approval Resolution 2010-57 2009-2010 Annual
Financial Report.
Motion made by Bartels and seconded by Gericke to read by title only Resolution 2010-58. Motion made by Council
person and seconded by Council person Gericke introduced for approval Resolution 58 To Certify 2010 Tiffin, Iowa TIF
Debt to Johnson county Auditor Office.
Motion made by Weipert and seconded by Petersen for adjournment at 7:10pm.
TIFFIN CITY COUNCIL WORK SESSION
nayor Royce Phillips called meeting to order at 7:10 pm. on Wednesday November 22, 2010 at the Springmier Library.
Roll Call of members present Chris Ball, Jim Bartels, Mike Gericke, Mark Petersen and Travis Weipert.
Also present City Engineer, Mike Hart and City Clerk Ruth Demuth.
Motion by Weipert and seconded by Bartels for approval of Agenda as printed.
Items of Discussion:
Joe Raso, Iowa City Area Development, cancelled and rescheduled for Work Session December 15, 2010.
Terry Lutz, President of McClure Engineering, presented marketing information on McClure Engineering and possible
future funding ideas for future Capital Improvement Projects.
Bill DeVore, representing Tiffinfest Committee, distributed and explained 2011 Budget for Tiffinfest. DeVore answered
questions on events planned for the 2011 celebration.
Peggy Upton, updated Council members on the decision made by the Clear Creek Amana School Board vote (6-1)to not
support the request made by the City of Tiffin for alignment changes to the Ireland Ave Extension Project design plan.
Council members discussed the placement of portable roll out stop signs at the intersection of Grant St and W Second St.
during the school before and after hours for student safety. Council members did not want to place signs at this
intersection because of the possible traffic congestion. Council person Petersen reported that he had been contact with
CCA School Superintendent Schares and the school transportation department could possibly pick up elementary
students at E Second St and Brown St. for student safety.
Council members asked City Engineer to check on reported erosion concern on east side of road south of Goldfinch off
Roberts Ferry Rd. and report back to Council.
Discussion held on request to switch stop signs at intersection of E Second St. to Brown St. Council members asked
Mayor to review with Attorney legal requirements for change.
Mayor Phillips reported that High Development would resubmit revised rezoning request for Affordable Housing
residential units for December 1, 2010 Planning and Zoning Commission.
