Adjournment TIFFIN CITY COUNCIL WORK SESSION Mayor Royce Phillips called meeting to order at 6:32 pm. on Wednesday, December 15, 2010 at the Springmier Library. Zoll Call of members present were Chris Ball, Mike Gericke, Travis Weipert. Absent: Jim Bartels and Mark Petersen. Also present City Clerk Ruth Demuth. Motion made by Gericke and seconded by Weipert for approval of Agenda. Joe Raso, Iowa City Area Development, updated Council members on status of development in the Iowa City area in regards to new and existing business and industry. Members inquired on types of business and industries being sought and steps necessary to attract these entities to the area. Council person Bartels and Petersen entered meeting at 7:06pm. Justin Gurley, representative of Tiffinfest Committee, reported to Council members on plans for 2011 Tiffinfest. Discussion held and questions inquired on committee responsibilities and Council members requested a representative report to City Council monthly on Tiffinfest progress at regular City Council meetings. Discussion held by Council members on utilizing additional engineering firms for major projects to be completed within city. Council members directed Mayor Phillips to seek out and interview additional firms for consideration. Mayor Phillips inquired of Council members on the purchase of an electric sign offered for sale by the former Busy Bee Day Care. Council members decided that the sign would not fit the City needs at this time. Discussion held on the status of the two residential lots in Timber Ridge View Phase Two that will be deeded to the City from settlement with LDR lawsuit. Mayor Phillips recommended reappointment of Stephanie Surine to five year term on Planning and Zoning Commission and a new appointment of Kathleen Fitzgerald to fill a vacancy on the Commission. Phillips also recommended appointing Adam Meeker to fill one vacancy and Mary Boyd Doehrmann for reappointment on Board of Adjustments Commission. Formal approval will be completed at regular City Council meeting January 12, 2010. Council members discussed securing funding and design of sidewalks to and from Hwy 6 access tunnel. Mayor Phillips presented to Council members a proposal for planning and design of municipal building. Council members reviewed proposal and asked Mayor to continue to interview additional firms for proposals. Weipert updated Council members on the progress of the City Manual. Mayor Phillips reminded the Council that they needed to review the Investment Policy and approval was mandatory under Iowa Code Chapter 12B. Discussion held on request from Mark Portwood, Deer View Estates, for additional reimbursements for off sight water and sewer improvements. Mayor Phillips reminded Council members of previous discussions that the request would be urther reviewed when developer was ready for development of Phase Two. Council members questioned the funding source for this type of reimbursement. Motion made by Weipert and seconded by Ball for adjournment at 8:55pm.
