HomeMy Public PortalAboutMinutes-07/27/2011 r.gr CITY OF TIFFIN CITY COUNCIL WORK SESSION JULY 27, 2011 6:30 p.m. SPRINGMEIR COMMUNITY LIBRARY CCA MIDDLE SCHOOL TIFFIN, IOWA The Tiffin City Council met in work session on Wednesday, July 27, 2011 at the Springmier Community'Library in Tiffin, Iowa. Mayor Phillips called the meeting to order at 7:00 p.m. Members present: Bartels, Peterson and Weipert. Absent: Ball and Geircke. Motion Weipert second Peterson to approve agenda for work session. Carried unanimously. City Owned Lots Tracy Reiten of Lepic Kroeger Realtors addressed the city council concerning two city owned lots. Recent sales for Deerview lots have ranged from $46,000 to $52,000 for lot sizes of 10.625 to 20,250 square feet. The city's 6,800 square foot lot no. 31 at 827 Redbird is listed at $45,000. A comparably sized lot in Deerview recently sold for$36,000. Reiten reported that she followed up on a few inquiries, but no one has made an offer for 827 Redbird Run. Lot no. 48 in Timber Ridge View Phase Two is 3.48 acres and listed at $160,000. Dividing lot no. 48 would cause problems with the eastern portion because of its steep slope, but city could keep it as a public area. No offers have been made on lot no.48 but a developer has expressed some interest in building flat condos. It is currently zoned for zero lot line duplex. Council asked Reiten to follow-up'on lot 48 in Timber Ridge View with potential developer and indicated they would give consideration to a rezoning request on that parcel. Motion Weipert second Peterson to maintain current listed sate prices for 827 Redbird Run and lot 48 of Timber Ridge View. Carried unanimously. Presentation from City Administrator Candidate Kevin Stocker visited with the council about his background and qualifications for working as a part-time city administrator for the City of Tiffin. He presented a tentative scope of services which could include involvement with capital improvement plane, utility rate reviews, preparing and evaluating requests for proposals, construction management and coordination attendance at council meetings, grant administration, ordinance writing and review, staff scheduling and coordination, budgeting assistance, and applications and administration of special funding. Stocker,proposed a part-time one-year contract, with a termination clause by either party, with an evaluation after one year of service. Council consensus to direct mayor to continue to work with Stocker to develop a scope of services and to place the item on the August 24th work session. Discussion of Fence Around Sewer Plant Mayor reported that public works feels city could have a liability for injury at the'sewer plant due to inadequate fencing.. Item placed on August 10th agenda. Discussion of Temporary Replacement for Parke and Recreation Employee Mayor reported that one full-time grounds employee will be on leave of absence from August, 2011 until February, 2012. He recommended hiring a temporary replacement on a part-time, as needed basis or he foresees the need to pay overtime wage to current employees, especially during snow removal duties. Bartels and Weipert favor hiring a part-time, temporary employee, if a suitable candidate can be found who could be called to work on short notice. Peterson does not favor hiring a part-time replacement and wants to make that determination later. Item was postponed until the council work session on September 24th Reports for other potential discussion topics were not available for the work sessions.
