HomeMy Public PortalAbout04-08-2019 COW Minutes a ,►, - 42/0 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on April 8, 2019 In the Boardroom Mayor Collins called the meeting to order at 7:05 p.m. Board Present: Mayor Collins, Trustee Newton, Trustee O'Rourke, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, and Trustee Larson. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Allen Persons, Public Works Director; Ken Goska, Building Official; and John Konopek, Police Chief There were approximately 8 persons in the audience. Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on March 25, 2019. Second by Trustee O'Rourke. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins commented about the State of Illinois passing legislation increasing the age to 21 to purchase tobacco and electronic cigarettes. Trustee Larson questioned possession of tobacco products by persons under the age of 21. Chief Konopek stated that he would take a look at the new legislation. TRUSTEE COMMENTS Trustee Larson: • Questioned when pot holes would be filled. Mr. Persons stated that staff will start addressing pot holes within the next 2-3 weeks. • Asked if it is possible to partner with the School District to repave parking lots at the same time as repaving roadways. Mr. Persons stated that it is possible with an Intergovernmental Agreement. • Thanked staff for the purchase and installation of LED lights. Trustee Newton congratulated the winners of the Consolidated Election and thanked the outgoing incumbents for their service. PUBLIC COMMENTS No Comments. WORKSHOP 1) OVERNIGHT PARKING Chief Konopek reviewed the Overnight Parking Ordinance. After some general discussion, it was the consensus of the Board to leave the Ordinance as is. 2) PURCHASE VS. LEASE VEHICLES Mr. Persons reviewed the pros and cons of purchasing versus leasing vehicles. After some general discussion, it was the consensus of the Board continue with the Village's current practice of purchasing vehicles. After some general discussion, it was the consensus of the Board to continue with the election process. Mayor Collins read the reminders.
