HomeMy Public PortalAbout04/09/2014 BOA City Council MinutesMEDINA CITY COUNCIL BOARD OF APPEAL AND EQUALIZATION MINUTES OF APRIL 9, 2014 The City Council of Medina, Minnesota met in session for the Local Board of Appeals and Equalization meeting on April 9, 2014 at 6:30 p.m. at the Medina City Hall. Mayor Weir presided. Members present: Weir, Anderson, Martin, Martinson, Pederson Members absent: Also present: City Administrator Scott Johnson; City Assessor Rolf Erickson, Southwest Assessing; Mike Carroll, Southwest Assessing; Lisa Mott, Southwest Assessing; Josh Hoogland, Representative of the Hennepin County Assessor's Office Rolf Erickson provided an overview of the purpose of the Board of Appeals and the meeting process. He explained that this evening's session is based on past year assessments and transactions between October 1, 2012 and September 30, 2013. He stated that tonight's session is to discuss market values. Mr. Erickson introduced members of his office and Hennepin County in attendance. Paul Gannon 2150 Tamarack Drive Gannon submitted his appeal packet via e-mail. Council reviewed the information submitted by Gannon. The property owner requested a value of $360,000 based on an appraisal of the property. Rolf Erickson explained the home has a mold issue and Medina is restricted by Hennepin County to a 10% reduction for mold issues. The City Council reviewed the information and agreed with a value of $600,000 (no change) from the Assessor based on the information provided. Pederson moved, Anderson seconded and the motion passed unanimously. Motion passed unanimously. Bruce Workman 172 Hamel Road Workman requested a reduction of the value of the property to $335,000. The City Council reviewed the information and agreed with Erickson's suggested value of $335,000. Anderson moved, Pederson seconded and the motion passed unanimously. Motion passed unanimously. Brian and Vicki Peters 4255 Wild Meadows Road Peters submitted his appeal packet via e-mail. Council reviewed the information submitted by Peters. The property owner requested a value of $801,000. Erickson explained the increase in value was made to the property to equalize the value with area properties and suggested a value of $949,000. The City Council reviewed the information and recommended a value of $900,000 based on the information provided. Anderson moved, Pederson seconded and the motion passed unanimously. Motion passed unanimously. Pegasus Land Solutions - Dean Johnson 4700 County Road 19 Johnson submitted his appeal information to the City Council. Erickson did not recommend any changes to the value because the property was sold on a buy back agreement with the bank on Dec. 18, 2013. Council reviewed the information submitted by Johnson. Scott McGurl 4496 Bluebell Trail South McGurl submitted his information to the City Council and requested a value of $800,000. Erickson reviewed the information and provided the City Council with comparable properties. Council Member Anderson recommended a value of $875,000. Anderson moved, Martin seconded and the motion passed unanimously. Motion passed unanimously. Lee Frederickson 425 Navaio Road Frederickson submitted his appeal information to the City Council. Erickson provided information on the property and explained that the value had been reduced by the City Council in 2013. The City Council reviewed the information and suggested no change based on the information provided. Anderson moved, Pederson seconded and the motion passed unanimously. Motion passed unanimously. Dan Johnson 2505 Willow Drive Johnson submitted his appeal information to the City Council. He requested City Council action on the zoning class and tax assessment for his property. Council reviewed the information submitted by Johnson. Johnson requested clarification on his property from Erickson in writing. Erickson informed the City Council that he had recently reviewed the property with Assistant Hennepin County Assessor LuAnn Hagen and the decision was made not to change the property classification. The City Council reviewed the information. Council Member Anderson made a motion noting that the property at 2505 Willow Drive has been recognized as zoned agricultural preserve per Council Resolution 2013-07 and that the appeal being brought forth this evening should be discussed at the Hennepin County Board of Appeal and Equalization Meeting. Anderson moved, Martin seconded and the motion passed unanimously. Motion passed unanimously. Luke Korbmacher 3910 Linden Place Korbmacher provided information for City Council review and requested a value of $650,000. Erickson provided information on the property and explained the reasoning for the valuation. The City Council reviewed the information and suggested a value of $670,000. Anderson moved, Pederson seconded and the motion passed on a 4 to 1 vote. Yes — Anderson, Martinson, Pederson, and Weir. No — Martin. Rosanne Eppel 1462 Willow Drive Eppel provided information for City Council review and requested a lower value. Erickson provided information on the property and explained the reasoning for the valuation. The City Council reviewed the information and suggested a value of $315,000 (motion was amended from $330,000). Anderson moved, Pederson seconded and the motion passed unanimously.
