RE: Cafe bids
There was one response to the request for bids for cafe services at the library. The current operator
(Red Leaf Cafe) was the responder. His technical and price proposals are attached, along with a copy of
the Request for Proposals.
I have a few concerns about the proposal.
First, the hours he presents are clearly labeled Summer Hours. He does not present hours for the rest of
the year, nor does he mention any vacation time, which he has historically taken, and during which time
the cafe is closed. On Page 4 under Comparative Evaluation Criteria, Number 4 reads: Hours of
Operation: Highly Advantageous: Provide 8 hours of operation Monday—Saturday and 4 hours on
Sunday. Advantageous: Provide a shorter operating schedule but include hours each day the library is
open.
Additionally, I have observed that the cafe does not actually open at 9am. Mr Bleech does not arrive
until after 9 on most days.
Second, I have an ongoing concern about the noise level in the cafe. As you know,we installed glass
doors to alleviate the noise, but it is my opinion that Mr. Bleech could do more to control the noise,
which is primarily middle school students after school.
And third, I have a concern about the equipment. The temperature in the cafe is always much warmer
than the rest of the library. It is somewhat exacerbated by the doors, but those were necessary to help
with the noise situation. The temperature issue is due to the amount of equipment in the cafe, or
possibly the type of equipment. It would take a significant amount of HVAC work in order to better
control the temperature, but I do not believe that should be the responsibility of the library. Perhaps
Mr. Bleech could get an energy audit and advice on more efficient equipment or could remove some
equipment in order to have a more comfortable climate in the cafe.
This memo is meant to call your attention to my concerns, but is not a recommendation to deny the
proposal. I hope that through negotiation prior to signing a contract, that some of these issues can be
addressed.
