HomeMy Public PortalAbout019-1979 - FEDERAL REVENUE SHARING TRUST FUND APPROPRIATIONAPPROPRIATION ORDINANCE NO. 19-1979 AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.40 of Part 51, Chapter 1, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COWION COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and necessary maintenance and operating and certain ordinary and necessary capital expenditures, said sum being subject to all I^aws governing the same. A-10UNT AMOUNT REQUESTED APPROPRIATED FEDERAL. REVENUE SHARING TRUST FUND $52,000. $ 52,000. TOTAL $52,000. $ 52,000. These funds are to be appropriated for the following project; hThitewater Valley Gorge Park, matching funds. SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. The Richmond league of Woven Voters supports the use of 352,000 of federal revenue sharing funds as a part of the matching funds needed to purchase land in the whitewater Gorge. 'Lhe League believes that the appropriate: level of government should determine, regulate end guide the use of oritical land areas. This Whitewater gorge is one of these critical land areas that includes scenic, historic and uniquee geological sites as well as the Whitewater Fiver itself. 6e believe it is appropriate that this srea be acquired by our local government using public funds in order to preserve and protect these unique sites for preser_t and .'uLure public use, We rga your support cf this use of federal revenue sharing, funds. Community interest and involvement has been gaining momentum now that the project is within sight. We will all be sharing in the enjoyment and pleasures which the Valley will provide us for years to come once it has been taken into control by our City. The Board of Directors of the Chamber feel that there is a reasonably strong community support behind this project and strongly urge the Council to look favorably upon the use of the revenue sharing funds in the development of the Gorge project.
