Adjourn 913 SOUTH DUBUQUE STREET,SUITE 201 • IOWA CITY,IOWA 52240-4207 ♦ PHONE:(319)356-6000 • FAX:(319)356-6036 W W W.JOHNSON-COUNTY.COM • JOINT MEETING BETWEEN TIFFIN CITY COUNCIL • AND JOHNSON COUNTY BOARD OF SUPERVISORS Mayor Royce Phillips called the joint meeting with the Johnson County Board of Supervisors to order at 6:30PM at the Springmier Library on Wednesday, June 22, 2011. • Supervisors in attendance were: Chairperson Pat Harney, Terrence Neuzil, Janelle Redding, Rod Sullivan and Sally Sutzman. Also present: Sheriff Lonnie Pulkrabek and Andy Johnson. City of Tiffin in attendance: Mayor Royce Phillips, City Council members Jim Bartels, Mike Gericke and Travis Weipert. Absent: Chris Ball and Mark Petersen. Also present City Clerk Ruth Demuth. Mayor Phillips and Chairperson Harney respectively explained their procedures for the joint informal meeting. Extensive discussion was held on the Law Enforcement contract with the Johnson County Sheriffs Department for the City of Tiffin. Both parties explained their needs for the requested increases to continue effective law enforcement and plans for the future funding of the budgeted increases. The City of Tiffin will attempt to increase budget by ten percent in the future fiscal years and the Board of Supervisors asked Tiffin to try to increase more than the ten percent each year. Brief discussion was held on the county funding of the Springmier Library. It was reported that the county contribution to the joint Library with Clear Creek Amana School District was a minimal amount of a $1800 annual grant. Supervisors would like to,review, negotiate and update the current 28E agreement on countywide library services with Johnson County and Tiffin prior to the budget planning for fiscal year 2012-2013. Andy Johnson, Johnson County, will send current Library budget and board member information to City. Aerial overview maps were distributed to,both parties for discuss_ion of future Fringe Area Agreements. Copies of Annexation Moratorium and Agreement with North Liberty were reviewed. Discussion held on any future agreements between county and other area communities. Future Comprehensive Land Use Plans involving the two mile buffer area around Tiffin reviewed and discussed. Mayor Phillips outlined the ten year Capital Improvement Plans set by City Council for the City. Inquiries were made by Supervisors of timeline set for the completion of the goals set by Tiffin. Phillips explained the progress on Ireland Avenue Extension Project and the securing of financing for the Water Storage Project. Inquiries were made on the progress of the trail system from Coralville to the Johnson County portion of the trails west of Ireland Ave to Half Moon Ave. Supervisors encouraged City to promote the trail projects as an economic development for the City and County. Supervisors suggested an agreement be developed between the two parties regarding any future improvements to roads within or near the two mile buffer. Mayor Phillips agreed on the importance of continuing dialog in these regards for future development of Tiffin. Supervisor Neuzil explained the need for the Justice Center, which he feels will be probably brought before the Johnson County voters in 2013. Discussion held on planning and locations proposed for the Justice Center. Supervisors were asked to notify and include a representative from all cities within county on the planning committee. Peggy Upton, representative for Tiffinfest Committee updated to the assembly the progress of Tiffinfest to be held on Friday, July 8, and Saturday, July 9, 2011. Brief discussion held on Law Enforcement needs for event. Motion made by Weipert and seconded by Bartels for adjournment at 8:30pm.
