AN ORDINANCE TO APPROPRIATE FROM CUMULATIVE CAPITAL IMPROVEMENT FUND
(CIGARETTE TAX)
KHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that is now necessary to
appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the.City Government and its
institutions for the year ending December 31, 1979, the following
amount of money is hereby appropriated and set apart out of the fund
named and for the purpose specified. Said sum being subject to the
law governing the same. Such amount appropriated shall he held to
include all expenditures to be made during the year unless expressly
stipulated by law.
SECTION 2. That for the said fiscal period there is hereby approp-
riated from Cumulative Capital Improvement Fund (Cigarette Tax) the
following specified amount to meet the extraordinary emergency hereby
declared to exist:

CUMULATIVE CAPITAL IMPROVEMENT FUND $20,000. $20.000.
(CIGARETTE TAX)
TOTAL $20,000. $20.000.
These funds are to be appropriated for the following:
Construct New Executive hangars
SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

The Clergy, presented proof•of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of March 8t1i and March 15th
Said notices stated that a public hearing would be held on the t day of
March, 1979 , by the CoMan Council to consider additional appropria-
tions as, provided for in Ordinance ro. , 27-1979 within. the City cf.
Richmond, Indiana. Tlie proof of public.aLi.on and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proofof publication and posting of notices be received and ordered filed,
seconded by Councilman Carter and on voice vote the motion was
carried
