Approval of Agenda • IV. Discussion Real Estate Transaction (Pursuant to Iowa Code 21.5 the Council may choose to retire to closed session for the purpose to discuss special provisions of real estate transactions.) V. Adjournment • CITY OF TIFFIN COUNCIL WORK SESSION Mayor Phillips called meeting to order at 6:30pm., Wednesday, May 25, 2011 at Springmier Library. Roll Call of members present: Chris Ball, Jim Bartels, Mike Gericke. Absent: Mark Petersen, Travis Weipert. Also present City Clerk Ruth Demuth. Motion by Council person Gericke and seconded by Council person Bartels for approval of agenda. Any following actions required for vote by City Council, vote approved and carried by all Ayes unless so noted other and with absences noted. Rusty Fifield and Jeff Heil, representing Northland Securities, presented information regarding financing options for the planned Capital Improvements for the City. Council members inquired of local projects and cities that Northland Securities had and were assisting in financing. Mayor Phillips explained to Council members that Northland Securities came highly recommended by Bond Counsel attorneys after interviewing a number of financing options for bonding firms and financing consultants. Council members want to discuss plan of action with absent Council members before contracting with a particular Bonding and Financial Consulting firm. ■ Glenn Meissner and Steve Noack, representing MMS Engineering Consultants, presented information and summarized services provided for cities. Inquiries were made on particular projects in progress and completed in local area by MMS Consultants. Mayor Phillips asked Council members to review information presented by the different engineering and consulting firms over the past months and decide if additional services are needed for future planned capital improvement projects. Discussion held on the completion of the sidewalk south of Oakdale Blvd bordering Lot#48. It was noted that the City Design Standards require that sidewalks and trails need to be completed with hard surface and does not allow for rock or mulch surfaces. Council members further discussed the uses for Lot#48 and the listed real estate prices set on the Lots #31 and#48 and tentatively suggested lowering the listed price. Further discussion for sidewalk and prices to be placed on agenda for June 8, 2011 regular City Council meeting. Council members discussed speed limit on Roberts Ferry Rd. Council person Gericke reported that the Code of Ordinance has 25 mph set for residential streets. Suggested by Council members,to leave speed limit at 25 mph on Roberts Ferry Rd. Brief discussion held on Nighintgale Dr. and Goldfinch Dr. drainage concerns. No neighbors were represented as requested in April 2011 Work Session. Council members suggested tabling further discussion on concerns until neighbors concerned of drainage issue contact city hall. Council members discussed parking concern on Redbird Run on east side of street between Goldfinch Dr. and Nightingale Dr. It was reported that"No Parking" signs are already in place on this section of street. Reported that City Engineer Hart contacted Maxwell Construction to do Storm Sewer repair work at Deer View Estates and that Robert Meade had contacted City Hall and Public Works of concern of the sanitary sewer line across his land outside of Tiffin. Motion made by Gericke and seconded by Ball for adjournment at 8:35pm. Roll Call of members present: Chris Ball, Jim Bartels, Mike Gericke. Absent: Mark Petersen, Travis Weipert. Also present City Clerk Ruth Demuth. Motion by Council person Gericke and seconded by Council person Ball for approval of agenda. Any following actions required for vote by City Council, vote approved and carried by all Ayes unless so noted other and with absences noted. Motion made by Ball and seconded by Bartels to close meeting at 8:36pm for discussion of real estate transaction allowed pursuant to Iowa Code Chapter 21.5 to allow discussion of real estate transactions. Motion by Bartels and seconded by Gericke at 8:53pm to open special meeting to public. Mayor Phillips reported that Council members upon discussions concerning real estate transactions choose to not take any action at this time.
