Council Members Present: Kelly Burk, Thomas Dunn, II, R. Bruce Gemmill, Katie
Sheldon Hammler, Suzanne Fox, Marty Martinez and Mayor Butler.
Council Members Absent: Council Member Martinez arrived at 7:42 p.m.
Staff Present: Town Manager Kaj Dentler, Town Attorney Barbara Notar, Deputy

5. MINUTES
a. Work Session Minutes of September 26, 2016.
On a motion by Council Member Dunn, seconded by Council Member Fox, the
work session minutes of September 26, 2016 were approved by a vote of 6-0-1 (Martinez
absent).
b. Regular Session Minutes of September 27, 2016.
On a motion by Council Member Dunn, seconded by Council Member Hammier,
the regular session minutes of September 27, 2016 were approved by a vote of 6-0-1
(Martinez absent).
6. ADOPTING THE MEETING AGENDA
On a motion by Council Member Hammier, seconded by Council Member Fox, the
meeting agenda was adopted as presented by the following vote:

7. PRESENTATIONS
a. Proclamation—Domestic Violence Awareness Month
On a motion by Council Member Hammler, seconded by Council Member Dunn,
the following was proclaimed:
PROCLAMATION
Domestic Violence Awareness Month
October, 2016
WHEREAS, every year more than 10 million men and women are the victims
of domestic violence; and
WHEREAS, domestic violence is a pattern of coercive, controlling behavior
that can include physical abuse, emotional or psychological abuse, sexual abuse or
financial abuse (the using of money and financial tools to exert control); and
WHEREAS, domestic violence affects individuals in every community,
regardless of age, economic status, sexual orientation, gender, race, religion, or
nationality; and
WHEREAS, communities can offer support to survivors in the form of victim
assistance programs, stiffer penalties for the perpetrators, and teaching our youth
about healthy relationships.
THEREFORE, PROCLAIMED, by the Council of the Town of Leesburg in
Virginia, that October 2016 is Domestic Violence Awareness Month in the Town of
Leesburg and all residents are encouraged to find ways to support anti-domestic
violence programs.

b. Proclamation—Police Appreciation Day
On a motion by Council Member Dunn, seconded by Council Member Gemmill,
the following was proclaimed:

WHEREAS, the Leesburg Police Department serves and protects our Town's
residents and businesses along with our visitors and those traveling through the Town
24 hours a day and 365 days a year; and
WHEREAS, the Leesburg Police Department exemplifies excellence in
public service and community policing and is recognized locally, regionally, and
nationally as a leader in professional law enforcement and emergency response; and
WHEREAS,the Leesburg Police Department continues to evolve to meet the
challenges of today while preparing for tomorrow in order to better serve and protect
our community; and
WHEREAS, the Council of the Town of Leesburg and Police Appreciation
Day corporate sponsor, John Marshall Bank, desire to recognize the dedicated efforts
of the Leesburg Police Department in serving the community.
THEREFORE, PROCLAIMED, by the Council of the Town of Leesburg in
Virginia, that October 20, 2016 is Police Appreciation Day in the Town of Leesburg
and extends their appreciation to the individual families who make up the Leesburg
Police Department for their support and sacrifice.

c. Certificate of Appreciation—Commission on Public Art and Mural Artists
The Council presented a Certificates of Recognition to mural artists and
Sherwin Williams Paint for their contributions to the Bicycle Mural in the town
parking garage.

Country 9-11 Observance
The Council presented Certificates of Appreciation to the following
members of the Loudoun County High School Boy's Cross Country team for their
9-11 Observance on the Loudoun County High School lawn:
