Council Members Present: Kelly Burk, Thomas Dunn, II, Katie Sheldon Hammler,
Suzanne Fox, Marty Martinez and Mayor Butler.
Council Members Absent: Council Member Gemmill.
Staff Present: Town Manager Kaj Dentler, Town Attorney Barbara Notar, Deputy
Town Manager Keith Markel, Director of Capital Projects and Public Works Renee
Lafollette, Library Director Alexandra Gressitt and Clerk of Council Lee Ann Green.

5. MINUTES
a. Regular Session Minutes of October 11, 2016.
On a motion by Council Member Hammler, seconded by Council Member Fox, the
regular session minutes of October 11, 2016 were approved by a vote of 6-0-1(Gemmill
absent).
6. ADOPTING THE MEETING AGENDA
On a motion by Council Member Hammier, seconded by Council Member Dunn, the
meeting agenda was adopted as presented by the following vote:
Aye: Burk, Dunn, Fox, Hammler, Martinez and Mayor Butler
Nay: None
Vote: 6-0-1 (Gemmill absent)
7. PRESENTATIONS
a. Resolution of Respect—Elaine E. Thompson
On a motion by Vice Mayor Burk, seconded by Council Member Martinez, the
following Resolution of Respect was approved:

On a motion by Council Member Dunn, seconded by Council Member Gemmill,
the following was proclaimed:
RESOLUTION OF RESPECT

Elaine Eo Thompson
WHEREAS, Elaine E. Thompson passed away on October 9, 2016 after
leading a life of exemplary service to the public; and
WHEREAS, Ms. Thompson spent most of her life in the service of
others as an English teacher, historian, and preservationist; and
WHEREAS, she further served her community as a founding member
of the Thomas Balch Library's Black History Committee and as the chair or
member of numerous committees and task forces; and
WHEREAS, she was a Gold Life member of the National Association
for the Advancement of Colored People (NAACP); and
WHEREAS, she was a treasured member of her family and a mentor
to many.
THEREFORE, RESOLVED the Mayor and Town Council of the Town
of Leesburg in Virginia hereby extends their sympathy to the family of Elaine
E. Thompson and ask that this Resolution of Respect be spread upon the
minutes of this meeting and that a copy be given to the family.
PASSED this 25th day of October, 2016.
8. PETITIONERS
The Petitioners section was opened at 7:38 p.m.
Jim Vogel, 331 Roanoke Street, S.E., discussed the possible student numbers for
the new development around his neighborhood. He stated the actual cost for educating
students from Crescent Parke will be $1.8 million per year. He noted the costs for
providing services to the new residents will be an additional burden on the county
budget.
Victoria Yergin, stated it takes great courage to revisit and reexamine an
assumption rather than stick to conviction. She stated Crescent Parke was a very
difficult parcel to develop for many reasons and there are more reasons to approve this
application than not. She requested that the Council vote yes to the project because
residential next to existing residential areas addresses community concerns. She
requested that a requirement that all transportation proffers be used for calming and
signaling traffic in the immediate vicinity of the project. Further, she noted that the
density of the proposed project is well within like and kind of the adjacent communities.
