AN ORDINANCE TO APPROPRIATE FROM CUNJULATIVF CAPITAL IMPROVBIENT FUND.
(CIGARETTE TAX)
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City Government
than was appropriated in the annual budget.
NOW THEREFORE 3E IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1979 the following amount of money is hereby
appropriated and set apart out of the fund named and for the purpose specified.
Said sum being subject to the lau governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated
from Cumulative Capital Improvement Fund (Cigapette Tax) the following
specified amount to meet the extraordinary emergency hereby declared to
exist:

These funds are to be appropriated for the following:
Street Contruction
SECTION 3. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, me.t in regular session in the
Council Chambers in the Municipal Euilding of said. City June 4, 1979 ,
at the hour of 7:30 p.m

The Clerk presented proof -of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper o£ general circulation in the City of
Richmond, Indiana, on the dates of May 23rd and, May 30th
Said notices stated that a public.hearing would be held on the 4th day of
June, 7979 by the Common Council -to consider additional appropria-
tions as provided for in Ordinance No. 49-1979 7 within the. City of
Richmond, Indiana. The proof of publication and posL.i.ng of notices were examined
and found to be correct and in order. Councilman Mills moved :the
proof -of publication and posting of notices be received and ordered .filed,
seconded by Coen Gilman Carter and on voice vote the motion was
carried.

After hearing all vcrsons present-, Urdinances Na. 49-1979 was placed on
final passage or rejdcLion and on a call of the roll the following was recorded:
