1989 at 6:15 p.m.
PRESENT: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, Robert
Mitchell, Anne Theis, Stephen Schmit; Deputy Clerk, Laura Skarda;
Public Works Director, James Dillman.
1. HIRING LANDFILL CONSULTANT
There were fourteen firms that were sent letters requesting their proposals
for being the City's landfill consultant for the current ash issue. There
were seven responses, and out of the seven responses, there were three that
were interviewed. The task force for the above consisted of Robert Mitchell,
Anne Theis, Leonard Leuer and Phil Zietlow.
Anne Theis stated that of the final three, it was unanimously decided that
Wenck Associates, Inc. seemed to be the best qualified.
Robert Mitchell said that he and Ron Batty would put together a contract
spelling out the specifics.
Thomas Anderson requested that there be somebody available from Wenck Associates
for the Planning Commission for questions, and to report to the Planning
Commission meetings.
Moved by Theis, seconded by Scherer to authorize Ron Batty and Robert Mitchell
to draw up the contract to engage Wenck Associates, Inc. as the landfill consultant.
Motion declared carried.
2. HENNEPIN COUNTY RESPONSE TO QUESTIONS REGARDING WOODLAKE LANDFILL
Robert Mitchell said that he and Tom Anderson put together a letter to go to
Tad Jude, Hennepin County Commissioner informing him of the hiring of Wenck
Associates, and questions that need to be answered regarding Hennepin County's
position on the closure plan of Woodlake Landfill, the indemnification agreement,
and how these relate to the ash being included along with the municipal solid
waste in the landfill. Included with the letter was a copy of Hennepin County's
answer to Medina's questions of Hennepin County's authority to extend the
landfill's capacity and service if it were denied by the City, and if the
indemnification agreement is broad enough to include the ash.
Moved by Mitchell, seconded by Theis to send the letter to Hennepin County.
Motion declared carried.
3. PLANS AND SPECIFICATIONS/BIDS - TAMARACK DRIVE NORTH OF CO. RD. 24
Moved by Scherer, seconded by Schmit to adopt Resolution 89-24, to request
the plans and specs for the Tamarack Drive north project, and to set the
bid date as May 12, 1989 for approval at the May 16, 1989 Council meeting.
Thomas Anderson abstained.
Motion declared carried.
There was discussion between the Council and Ron Rogers, Chairperson of the
Planning Commission about procedures for the BFI application that was
before them.
Moved by Schmit, seconded by Theis to adjourn.
Motion declared carried.
Meeting adjourned 6:50 p.m.
