HomeMy Public PortalAbout20010529SCMeeting1 1 1 Meeting of 2001 -05-29 Special Called City Council Minutes Mayor Walter Parker called the special for the purpose of hearing about sale of the Post Theater and the issue of a voice /data connectivity and upgrade. The following members of Council were present: Jack Youmans, Shirley Sessions, Anne Monaghan, Pamela 0' Brien and Mallory Pearce. City attorney Edward Hughes explained that the best way to keep a clear title for the Post Theater is to jointly execute the option to purchase the Lighthouse with the Historical Society paying the purchase price and at closing the 'City would convey their interest to the Historical Society. 0' Brien asked if a vote by council was in order. Pearce moved to approve the contract. Monaghan seconded. Vote by Council was unanimous. Vivian Maxey thanked Council for allowing the City to install the T -I connectivity line in order to have the weather station on top of the building. The line will be installed within the next 4 weeks. Maxey introduced Billy Cope, Account Executive with Exp@nets, presented Council with a handout that is attached and will become a part of these minutes. Cope introduced Van Wender, Network Services Manager and John Hutson, Leasing Manager. Cope made a video presentation about Exp@nets. 0' Brien asked to see all bids is there money in the budget to cover? Maxey answered that there will be some changing around of funds in the budget line items before Council leaves tonight if proposal is approved. Maxey said that Mr. Copes' father has been serving Tybee for the past 30 years. The current phone system would not be supported after 12/31/01. This proposal could save the city 40% to 50% in voice maintenance cost per month. The City is paying $450.00 a month currently. The proposed maintenance plan would be locked in for 5 years at a cost of $233.00 a month. Sessions asked how long the City has been paying the $450.00 a month. Maxey answered about 10 years. Youmans questioned if this system would make it any easier to call and talk with somebody. Maxey answered yes, absolutely. Monaghan said if they are at their desk. Maxey said that she just looked at the Bell South bill and it is about $3,000 per month; all each additional phone lines are is costing the City a minimum of $66.00 a phone per month, plus $500 to $900 for long distance calls. Copes' proposal includes reduced long distance rate of 4.9¢ /minute. Cope said this using Exp@nets would eliminate the middle people and the City would have one stop shopping. Cope promised that the City would never have to call the 1 -800 number. When you lease, all future upgrades are included, there will be hi -speed Internet access. Maxey said that since there is no money in this years' budget for a new phone system, Hutson has constructed a lease agreement so that the City would not start making lease payments until 01 /2002, plus no maintenance charge for the 1st year. This would make it easier for Tybee Island to do business. There was discussion on maintenance cost, comparisons of the 1st five years, has the city attorney seen the lease agreement/contract, how often does the maintenance go up. Comparisons can be found in the accounting office, maintenance usually goes go every three years, phones would be free until January of 2002 and the maintenance would kick in on the 13th month. Talk about what the time line for the phone system installation would be. It was answered that the phone system would be installed within 30 days. Talked about maintenance costs but what about lease on phones? Interest rate is 11% and ownership will transfer after 5 years. Cost would be $1,212.47 per month until beginning January 2002, therefore only 53 months. Sessions said the City needs to control whom they allow to use long distance. Lt. Chris Case said that the Police Department supports the plan. Current Bell South bill is $3,000. Will estimate it to drop to around $1,500. Lease vs. buy out right? King said that with lease you get the upgrades. Is there a list of specific Page 1 of 2 1 1 1 hardware and software? Also what about training? What to do with old system, can we sell it or trash it? Cope said the second option. 0' Brien asked that Maxey get 3 proposals, the budget amount, 1st 5 years of maintenance on current contract, Hughes to review the contract, and estimate on Bell South' s bill. Maxey told Council that they chose to move the purchase of the new phone system to the 2002 budget, there is $25,000 for dedicated electrical circuit upgrade that is not needed now. Council could earmark that money for the phone system. There is also $4,000 in the line item phone upgrade. Parker said that means we have $29,000. Maxey answered the city has $26,000 — some of which could be used to install fiber optics cable from City Hall to the Old School. Maxey explained that connectivity is necessary to move Community Development to Old School and bring in 'I IFD and YMCA. Cable would be one time installation expense of $5000 - $8000 and would be city owned. June Johnson said that it is Tom Cannon' s idea to connect all departments — dial 4 digits and get who you want — comes to a point you can' t put more tires on that baby and make it go further — not going to get better. We will be able to take advantage so we will have better service for business dollars. Youmans said that the $25,000 for electrical should be spent to upgrade the wiring at City hall, that is what we budgeted it for. Parker asked if the computers were putting a drain on the electrical system? Maxey answered that the problem is not electrical but in the computers themselves. Maxey /Smith explained that subsequent hardware and software upgrades have alleviated system problems; dedicated circuit was a ` best guess' diagnosis at the time. Parker said to place this on the agenda for the June 14th meeting. Monaghan said that for the past 10 years it has been nightmares to call City hall — cold — inhuman — do you have solutions? Maxey said that she proposes that we do not have automated attendant — human should answer the phone, voice mail in case the person is on another line. Maxey said that this could be done on this system. Sessions asked if the system went down, would the phones still operate? Cope said you could still use regular phone.
