Johnson ORDINANCE NO. 0 9-1 4 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA APPROVING THE DUAL DESIGNATION OF NW 42ND AVENUE (LE JEUNE ROAD) FROM NW 135TH STREET TO THE OPA-LOCKA CANAL AS "CAPTAIN BARRINGTON IRVING AVENUE";PROVIDING FOR REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, on March 23, 2007, Barrington Irving, a 23- year old senior majoring in Aerospace at Florida Memorial University,took off from Opa-locka Executive Airport to begin a 30,000 mile solo flight around the world; and WHEREAS,upon his return on June 27,2007, Captain Barrington Irving was the youngest person ever to fly solo around the world and the first black pilot to accomplish this feat; and WHEREAS, in recognition of Captain Barrington Irving commencing his historic flight around the world from Opa-locka Executive Airport, Commissioner Dorothy `Dottie" Johnson proposes that NW 42nd Avenue(LeJeune Road)from NW 135th Street to the Opa-locka Canal in the City of Opa-locka("City")be dual-designated as "Captain Barrington Irving Avenue"; and WHEREAS, after hearing public comments on the matter, the City Commission has considered the recommendation to dual-designate NW 42nd Avenue(LeJeune Road)from NW 135th Street to the Opa-locka Canal be dual-designated as "Captain Barrington Irving Avenue". Ordinance No. 09-1 4 THE COMMISSION OF THE CITY OF OPA-LOCKA HEREBY ORDAINS: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby approves the dual- designation of NW 42'"Avenue (LeJeune Road) from NW 135th Street to the Opa-locka Canal in the City of Opa-locka be dual-designated as"Captain Barrington Irving Avenue"and directs the City Manager to take all necessary actions to carry-out the intent and objectives of this Ordinance. Section 3. All ordinances or Code provisions in conflict herewith are hereby repealed. Section 4. If any section,subsection,sentence,clause,phrase or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction,such portion shall be deemed a separate,distinct and independent provision and such holding shall not affect the validity of the remaining portions of this Ordinance. Section 5. This Ordinance shall,upon adoption,become effective as specified by the City of Opa-locka Code of Ordinances and the City of Opa-locka Charter.
