APRIL 10, 2013
The City Council of Medina, Minnesota met in special session on April 10, 2013 at 9:30
a.m. at Randy's Environmental Services Recycling Facility, 4351 U.S. 12, Delano,
Minnesota. Acting Mayor Weir presided.
I. ROLL CALL
Members present: Martinson, Anderson, Pederson and Weir.
Members absent: Crosby
Also present: City Administrator Scott Johnson and Assistant to the City Administrator
Jodi Gallup.
II. TOUR OF RANDY'S ENVIRONMENTAL SERVICES RECYCLING FACILITY
City Council Members, staff, and guests were taken on a tour of the recycling facility by
Jim Wolischlager and Deb Gatz from Randy's Environmental Services.
III. ADJOURN
The meeting adjourned at 10:45 a.m.

SPECIAL MEDINA CITY COUNCIL MEETING MINUTES OF
APRIL 10, 2013
The City Council of Medina, Minnesota met in special session on April 10, 2013 at 5:47
p.m. in the City Hall Chambers. Mayor Crosby presided.
I. ROLL CALL
Members present: Crosby, Anderson, Martinson, Pederson and Weir.
Members absent:
Also present: City Planner Dusty Finke, Public Works Director Steve Scherer, Police
Chief Ed Belland, Police Sergeant Jason Nelson, Consultant Finance Director Joe
Rigdon, and City Administrator Scott Johnson.
II. 2013-2014 BUDGET
The City Council reviewed budget reserve options. Mayor Crosby provided information
on the budget and explained why it was important to keep the mill levy rate consistent.
Consultant Finance Director Joe Rigdon informed Council that current policy requires a
five month reserve for the general fund budget. The City Council reviewed the proposal
from staff and provided direction.
The City Council directed staff to raise the legal fund to $55,000, review the five year
equipment plan to make sure sufficient funds are included in the fund, pay for the
broadband infrastructure buildout through an intrafund loan from the general fund
reserve, eliminate the proposed park and trail maintenance fund (use a general budget
line item), and use reserves for alternates on the Public Works/Police project and City
Hall.
Staff will put together a resolution requesting Council to allocate the reserves on the
consent agenda for a future City Council meeting.
III. ADJOURN
Mayor Crosby adjourned the meeting at 6:26 p.m.
