LOCAL BOARD OF REVIEW MINUTES OF APRIL 10, 1996
The Local Board of Review of the City of Medina, Minnesota met Wednesday, April 10,
1996, at 7:00 p.m. in the City Hall Council Chambers for the purpose of reviewing and
correcting the assessment of the City for the year 1996. Mayor Anne Theis presided.
Members present: John Ferris, Jim Johnson, Phil Zietlow, and Mayor Theis.
Members absent: Ann Thies.
Also present: City Assessors Rolf Erickson and Ann Risch, Hennepin County Assessor
Chris Bennett, and City Clerk -Treasurer Jeff Karlson.
1. Dick Picard, 2765 County Road 19
Dick Picard said the taxes on all ten housing units located at Dockside were increased
across the board by $20,000. Picard did not feel this was equitable because the
homes varied in market value. He said one recently sold for $159,900 and a smaller
unit was appraised at $149,000.
Rolf Erickson said it was the land portion of the assessment that was raised by $20,000
to $25, 000.
2. Betsy Nord, 2942 Trappers Trail
Betsy Nord said she did not believe that she and her husband, Keith, could sell their
property for the assessed value of $339,000. She said the value of the house
increased $49,000 in the last two years. Nord asked that it be lowered to $320,000.
3. Bruce Workman, 2212 Chippewa Road
Bruce Workman said the market value of his home increased from $246,700 to
$308,400.
Rolf Erickson said houses were selling for up to $400,000 on the north side of Highway
55 and not a lot of properties were available for development.
Workman said the market test was not solid enough. He felt that assessors were
dealing with speculation value rather than actual value.
4. Verna Hoover, 1125 Welcome Drive
Jacki Hoover, speaking for Verna Hoover, said Hennepin Parks had an option to buy
her grandma's property. She said in two years the property had increased $6,900 to its
current assessment of $98,000 without any improvements being made.
5. Lee Solheim, 243 Cherry Hill Alcove
Lee Solheim asked why his property assessment had gone up 10% in 1995 and 8% in
1996.

Rolf Erickson said they looked at the quality and the characteristics of the house and
how it compared with other homes in the neighborhood.
6. Kyle Vogeler, 1222 Hamel Road
Kyle Vogeler said the market value on his home increased from $82,000 to $87,000.
He said a loan company had appraised it at $81,000.
7. Leonard Leuer, 3625 Chippewa Road
Leonard Leuer submitted a written appeal of his assessments on two parcels. He
requested a decrease of $5,000 on tax parcel no. 05-118-23-31-0001 and that the
assessment on tax parcel no. 05-118-23-34-0001 be lowered from $5,100 to the 1995
tax value of $4,000. Leuer appealed the valuations because of the impact of the
Woodlake Sanitary Landfill on the groundwater based on water analysis reports
compiled by the engineering firm, Wenck and Associates.
Phil Zietlow said the numbers were reasonable, but it was difficult to factor in the
quality of the water.
John Ferris said the only issue was the impact of the landfill on the groundwater and
the value of Leuer's property.
8. Leo Leuer, 3705 Chippewa Road
Leo Leuer also submitted a written appeal asking that his assessment be lowered from
its current value of $138,000 to $135,500 for the same reasons given by Leonard
Leuer.

DICK PICARD'S HOME THE SAME. MOTION PASSED UNANIMOUSLY.
MOVED BY ZIETLOW, SECONDED BY FERRIS, TO LOWER THE VALUATION OF
KEITH AND BETSY NORD FROM $339,000 TO $330,000. MOTION PASSED
UNANIMOUSLY.
MOVED BY JOHNSON, SECONDED BY MAYOR THEIS, TO LOWER THE
VALUATION OF BRUCE WORKMAN'S PROPERTY FROM $308,400 TO $288,000.
MOTION PASSED UNANIMOUSLY.
MOVED BY ZIETLOW, SECONDED BY FERRIS, TO REDUCE THE PROPERTY
VALUE OF VERNA HOOVER FROM $98,000 TO $95,900. MOTION PASSED
UNANIMOUSLY.
MOVED BY MAYOR THEIS, SECONDED BY JOHNSON, TO LEAVE THE MARKET
VALUE OF LEE SOLHEIM AT $178,000. MOTION PASSED UNANIMOUSLY.

MOVED BY ZIETLOW, SECONDED BY JOHNSON, TO LOWER THE MARKET
VALUE OF KYLE VOGELER BACK TO $82,000. MOTION PASSED UNANIMOUSLY.
MOVED BY ZIETLOW, SECONDED BY FERRIS, TO KEEP THE LEONARD LEUER'S
ASSESSMENTS THE SAME FOR HIS TWO PROPERTIES. MOTION PASSED
UNANIMOUSLY.
MOVED BY ZIETLOW, SECONDED BY FERRIS, TO ADJUST THE ASSESSMENT OF
LEO LEUER FROM $138,000 TO $135,500. MOTION PASSED UNANIMOUSLY.
10. Adjournment
