AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle 6, Title B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c). Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust .fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICELA40N➢,
WAYNE COUNTY, INDIANA.-
SECTION 1_ That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain ordinary
and necessary maintenance and operating capital expenditures, said sum being
subject to all laws governing the same.

These funds are to be appropriated for the following project,
Tt90 (7) copy machines and one (1) .Electrostatic
Master Imager.
SECTION 2. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

COUNCIL OF `l1€1: CITY OF Rf(ALMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said. City June. 18, 1979 ,
at the hour of _7:30 p.m.
Councilman Paust presided with the following members present:
Messrs. Afiaus Austerman , Carter ,

Absent: Mills Welch , Williams
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the -
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of June 6th and. June 13th
Said notices stated that a public_ hearing would be held on the 18 th day of
June, 1979 , by the Common Council to consider additional appropria--
tions as provided for in Ordinance No. , 57-1979 , within theCityof
Richmond, Indiana. The proof of publication and puating of notices were examined
and founc to be correct and in order. Councilman Ahaus moved the
proof, of publication and posting of notices be received and ordered filed,
seconded by Councilman ]Iiitesell , and on voice vote the motion was
carried.

NOTICE TO TAXPAYERS OF
PROPOSED ADDITIONAL APPROPRIATIONS
Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular 7ceting place at 7:30 o'clock P.M., on day of
June 19 , will consider the fo oviing additional
appr6pr7.ataons in excess of -the budget for the current year.

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any pf such additional appropriations may be heard. interested
taxpayers nay inquire of the County Auditor when and where such hearing
will he held.
