I,OGNTED IN CENTER AND WAYNE TOWNSHIPS FRCH R-1 SIN= FA1LY RESIDENCE DISTRiGT TO R-2 SINGLE FAMILY RESIDENCE DISTRICT. WEUREAS, the Zoning Map which is a part of Ordinance No. 2325-1968 desig- nates and describes as R-1 Single Family Residence District certain property within the two -wile fringe area located in Center and Wayne ToAusbips; and, iEEREAS, the above referenced property is shown and designated an a map attached to this Ordinance and mrked Exhibit "A" hereof and by reference made a part hereof; and, UEREAS, it is the intent and purpose hereof to change the zoning classi- fication on the above described area from R-1 Single Family Residence District to R-2 Single Family Residence District; and, WBERTAS, a study of this Ordinance was conducted e Richmond City Plan Commission the a26 14 day of !L-B , 1979, at which time remonstrances were heard -rom all parties interested in or affected by this Ordinance. WHEME S, the vote of the Riclxmnd City Plan Canmission was /o to ! in favor ofJ ��recomending the passage of Ordinance No. 58-1979. 3E IT ORDAIISED by the Common Council of the City of Richmond, Indiana, as follows: SECTION 1. The map, marked Exhibit "A" designating the area to be rezoned from R-1 Single Fmni.ly Residence District to R-2 Single Family Residence District is hereby made a part of Ordinance No. 58-1979. SECTION 2. It is Hereby ordained that the zoning classification of the above described property be, and the same is hereby changed to R--2 Single Family Residence District, and that said property be regulated in accordance with the Zoning Ordinance of the City of Richmond, Indiana, and all amendments thereto. SECI`ION 3. This Ordinance shall be in full force and effect from and after its passage and approval as by law required. Much of this land might be designated prime aLTicultural land. if Wayne County had such a sorting category. We believe that 'Payne County citizens place great value on highly productive farm land for present and future. food production, and that as much of this land as possible; should be pro- tected for agricultural, use. The League also recognizes that an important swan -made resource, the Richmond Municipal Airport, was built in the midst of this prime agri- cultural area.many years ago. That airport i.q now important to a healthy eoononV in Richmond and Wayne County. We are certain that the`Plan Commissioners are aware that business development on Richmond Municipal. Airport property, will probably result in pressures for secondary land uses. and services which would take further agrioultural.,land out of production, If the requested reaonings are approved, we wou3,d sixpport the onviron- mentally sound development of the north portion of. the airport property with restrietiona allowing only those businrisses requiring close proximity to an airport. GOODWIN PLANNING DIRE - The Rictrnond City Plan Ccr=ission held a public hearing on Tuesday, ,lime 26. l979, on its am initiative to consider an amendment to the official caning map, being a part of Ordinance No, 2325-1968. The proposed amendment will rezone approximately 370 acres frm R-1 Single Family Residence District to Rr 2 Single Family Residence District. The subject land is Located in the two-mile fringe juris- dictional area in Wayne and Center TIamships and is generally bounded by Round Ba= Road South on the west, Test Road on the south, Salisbury Road an the east and U.S.40 West on the north (a map of the designated area is attached). One-hu fired fifty (150) notices of public hearing were sent to pro- perty owners in the area. Two (2) were returned in favor of the re- zoning and eleven (11) were returned in opposition. 'ice (2) remon— strators spoke in opposition to .the request at the public hearing and.. one (1) person spoke in favor of the request. During the public hearing, the Plan Cand-9sion determined that the R-1 zoning classification of the subject area, requiring a mini lot size of 12,000 square feet, acts to inhibit new subdivision growth by limiting the fle�dbility a developer has in platting new subdivisions and also increases the develapmeat costs per lot so. that it would not be ecor mically feasible to plat new subdivisions, construct new roads, and extend water and severer liness in the area.
