RESOLUTION RESCINDING RESOLUTION #97-112
AND AUTHORIZING THE MAYOR TO NEGOTIATE
A REGIONAL CONTRIBUTION AGREEMENT
WHEREAS, on March 20, 1997, by Resolution #97-112, the Mayor and Council of the
Borough of Carteret (the "Borough") authorized the Mayor to negotiate a regional
contribution agreement ("RCA") with the Township of East Amwell; and
WHEREAS, Resolution #97-112 expressed the Mayor and Council's desire that funds
derived from the RCA be specifically dedicated to be used by homeowners; and
WHEREAS, the New Jersey Council on Affordable Housing ("COAH") has indicated that
such specific designation may conflict with COAH regulations;
WHEREAS, the Governing Body of the Borough remains committed to improving the
quality of life for all of the Borough's residents; and
WHEREAS, the Governing Body of the Borough is also committed to assisting owners
improve and enhance homes currently existing in the Borough, thereby bringing a renewed
sense of pride to the homeowner, the neighborhood, and the community at large; and
WHEREAS, the Governing Body of the Borough faces ever increasing challenges to locate
sources of funds to assist in achieving those goals; and
WHEREAS, the Governing Body of the Borough believes it is able to obtain such funds to
assist residents by entering into a regional contribution agreement ("RCA") with East Amwell
Township.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. Resolution #97-112 is hereby rescinded.
2. The Mayor is hereby authorized to negotiate an RCA with the Township of East
Amwell upon terms acceptable to the Borough Council;
3. That any funds received pursuant to the above described RCA between the Borough
and East Amwell shall be used to assist in the refurbishment and improvement of eligible
housing.
