'WHEREAS, a study of this Ordinance ctqLby the Ridlwnd City
Plan Comrdssion the day of 1979,
at which time remonstrances were heard-fr1t, all parties in-
terested in or affected by this Ordinance.
MMEAS, the vote of the Richmond City Plan Comni.ssion was to
in favor of recoanendirg the passage of Ordinance No.
63--1979 .
gE IT ORDAENK) by the Cmwn Council of the City of Richnond, Indiana,
as follows:
SECTION 1_ That the following described territory, adjacent to its
corporate boundaries, be annexed to and declared to be a part
of the said City of Richmond, Indiana: being located in Wayne
Township, Wayne County, State of Indiana, and mre particularly
described as follows:
Being a part of the Northeast Quarter of Section 17,
Township 1.3 North, Range 13 Bast in Wayne Township,
Wayne County, Indiana, and being more particularly
described as follows:
Beginning at the intersection of the eastward right-
of-way line of United States Higlmvay Nnnber 27 with
the north line of the Northeast Quarter of said
Section 1% said point being 217.40 feet north 89
degrees, 35 minutes, and 50 seconds west of the
tortheast corner of said Northeast Quarter, said
beginning point also being on the south Corporation
line of the City of Ridmund, Indiana, and rumifiag
thence, from said begiraing point, continuing north
89 degrees, 35 minutes, and 50 seconds west, along
the north line of said Northeast Quarter, (assuming
that the east Line of said Northeast Quarter runs
north 0 degrees, OO minutes, and 00 seconds east),
along the south Corporation. line of said City, 132.67
feet to the westwardly right-of-way line of said
United States Highway; thence southwastwardly, along
a 5720.58 foot radius curve to the right in said

993.85 feet, and whose arc measures 995.10 feet, along
the eastward Corporation line of said City, to a point;
thence south 85 degrees, 29 minutes, and 10 seconds

and 30 seconds west, along said Corporation line, 285.21

ward right-of-way line of said United States Highway

15 seconds east, a chord distance of 107.03 feet, and

44 minutes, and 30 seconds east 327.53 feet; thence north-
eastwardly, along a 5840.58 foot radius curve to the left
whose chord bears north 20 degrees, 38vAmtes, and 37

of beginning, containing an area of 22.816 acres,
of which area 6.707 acres are in the right-of-way
of said United States Hig.1-way Number 27.
Excepting therefrom property craned by the Belden Corpora-
tion as evidenced by a Warranty Deed recorded in Book 393
Page 343 in the Wayne County Recorder's Office, more
particularly described as follovis:
A part of the Northeast Quarter of Section 17, TWa-

more particularly described as follows: Beginning
at a point one hundred two and two -tenths (102.20)
rods North and forty-one and nine -tenths (41.90) rods
West of the Southeast corner of the Northeast Quarter

SE',Cl'ION 2. The terms and conditions applicable to the annexation of the
aforementioned and specifically described real estate in Section
1 are as follows:
A. That the real estate annexed hereby being more particularly
described above, shall be annexed to the City of Richmond,
Indiana., and simultaneously therewith vxmed C-2 Community
Business District, as defined crud described in Article 31
of the Zoning Ordinance of the City of Richmond, Indiana.
SECTION 3. This Ordinance shall be in full force and effect sixty (60)
days after its passage and approval by the Mayor and publication
as by law required.

The Ricbnond City Plan Camli.ssion conducted a public hearing on July
24, 1979, to present Annexation Ordinance No. 63-1979, to the public
for their input.
The Ordinance would annex approximately seven (7) acres of right-
of-way for U.S. Highway 27 that adjoins the Belden. Corporation and
the Elks Country Club. Presently, the Police Depslrtmnt has to
travel outside its jurisdictional area in order to serve property
that is situated within the Corporate Limits of the City. The pur-
pose of this aimexation is to eliminate any potential problems that
might result f-rora the Rid=d Police Department lacking jurisdiction
in the area.
A copy of the Police Chiefs letter recommending the.?nnPxation and
a copy of a map depicting the area to be annexed, are attached..
No one spoke in opposition to the proposed annexation At the Flan
Commission public hearing. The Flan Commission voted nine (9) to
zero (0) to recommend the Annexation Ordinance be adopted.

Dear Sir:
I recommend that the strip of land located at U.S. 27, south
at the City limits, which fronts on the new Belden Annex Build-
ing be annexed into the City.
Annexation of this strip of land which is adjacent to the Relden
property would facilitate traffic control at the entrance, and
assist the Richmond Police Department in providing protection
for this area.
