MINUTES
October 14, 2003 - Legion Hall 6:30 p.m.
I. ROLL CALL AND CALL TO ORDER
Dave Faurot, Ron Rooth, Scotty Davenport, Kevin Briem and Brock Heasley were
present. Bill Murphy, Pat Hill and Mike Lenzi were absent.
II. INTRODUCTION OF GUESTS
Matt Moer — Local Kayaker
Jiro Pace — Local Kayaker and owner of a local wireless internet business
Mark Lewis — Local Kayaker
Chris Indy — Local Kayaker
Joe Carberry — Kayaker and the Outside Editor for Boise Weekly
Matt Rood — Owner of Journeys Kayak Company
III. OLD BUISINESS
- Gave a quick update since we have not had a quorum since July 2nd
IV. NEW BUISINESS
Parks
- A. Riverfront Park - The guest presented the Committee with the idea of
building a kayaking play wave at Riverfront Park. This information has been
presented to the Committee in the past and is now being reintroduced with the
increased efforts to design the new park. The play wave would be designed right
below the sheep bridge on the Payette River below Riverfront Park. This play
wave would be a huge amenity to the park and add an increase to tourism for the
City of McCall. The Parks and Recreation Advisory Committee passed a motion
to and are in agreement with the idea of building this play wave at Riverfront Park
and has asked the Parks and Recreation Director to address the following:
- Talk with the City Manager and find avenues of completing such a
project.
- Talk with the Grant Writer for the City of McCall and see if there
are any grants available for such a project.
- See if we need to revisit City Council and receive their approval.
- Talk with the Water Ways Committee and see if there are any
monies available and ask for further assistances or guidance. No,
because they do not contribute to their funding. May want to talk with
Idaho Whitewaters association of the Idaho Sheriffs Association.
-Talk with the Public Works Director for Rocks and any further
assistance for such a project. — In progress
B. Brownfields Site Assessment — We have made our decision on how to deal
with the dump located at Riverfront Park. We have acquired information from
Holladay Engineering Company about Brownfields Site Assessment Program.
This program is a study conducted by EPA to determine the nature and extent of
contamination of dump sites such as Riverfront Park. The Advisory Committee
has passes a motion to go ahead with the Brownfields Site Assessment and has
asked the Parks and Recreation Director to work with the City Grant writer on
getting this accomplished.
C. Townsite Act — The Advisory Committee has asked the Parks and Recreation
Director to look into acquiring the Forest Service property that is part of the 40
acres of Riverfront Park. He will be working with Jon Ryge and the City Grant
Writer to find more information with the Townsite Act that could help us acquire
this land.
D. The Advisory Committee has been working in Riverfront Park to make a
temporary area for the community to enjoy Riverfront Park. The Advisory
Committee has asked the Director to talk with the Public Works Director to see if
there is any available gravel to use at this location.
Recreation
A. Recreation Supervisor — We have finished the job description and will be
submitting it Council. The next step is to work out the proper accommodations
for the new employee to make sure we are in agreement with the Airport Director.
B. After School Program — Everything is running wonderfully. Will be going
Ice Skating next week with the class. We have about 15 participants.
- C. Swimming Lessons — Have posted a job opening for two weeks and emailed
the community trying to find an instructor to conduct classes.
D. Hiking — Hiking is over for the season. We have hiked 178 miles. Climbed an
elevation gain of 17,982 feet, hiked to 16 lakes, followed 16 trails. We will be
picking up with McCall Hiking Club next June.
V. N EXT MEETING
- Parks walk through — The next meeting the Advisory Committee would like to
do the annual walk through of the parks for improvement and upkeep of the parks.
They will use the Recreation Van and the Director to accomplish this task.
VI. SET NEXT MEETING AND AGENDA
- Next meeting will be on November 6th at 5:30 p.m. at Legion Hall.
- Meeting adjournments at 7:30 p.m.
