Parker called the special meeting to order at a little after 7 P.M. as Council had to wait until the Red Cross was finished with the auditorium. Council members in attendance were Jimmy Burke, Jack Youmans, Anne Monaghan, Pam O'Brien and Mallory Pearce. Council member Shirley Sessions was absent because of the death of her mother. Parker said that the only two items to be discussed tonight are the skate park and the public hearing on the proposed 2002 budget. Tiffany Dennis, YMCA Tybee Director presented Council with a handout with her 6 proposals for the skate park. (Copy attached and becomes a part of these minutes). Cpl Rene Kamisky, Kathy Williams, Pat Locklear, Libby Bacon, her son Daniel. Daniel said that most of the skaters do so on the streets. Mayor Parker told him that it was illegal to skate on the streets. Daniel said they do it anyway. Pearce asked about liability to the City. Hughes explained again that as long as it is open, even if fenced, to the public then it falls under the recreational property act. Pearce asked about signage. Hughes said that signs will help, but that the City can always be sued. Burke moved to leave responsibility up to the parents, have proper signage, and have safety classes for the children to attend. Pearce seconded. Vote by Council was 4 in favor (Burke, Youmans, O'Brien and Pearce); 1 opposed (Monaghan). Parker opened the public hearing on the proposed 2002 budget. Greg McLean, Finance Director, said that he was asked to prepare 4 different budgets: General Fund, Water /Sewer/ Hotel/Motel and SPLOST. O'Brien said the total is 9.1 million, estimated expenses for 2001 are 8.3 million for the end of this year, 8.5 million was the actual for 2000. O'Brien said that it is a 38% increase in expenditures and W/S is up 32 %. O'Brien said head count for fulltime in 2001 was suppose to be 64 and the actual is 69 now and more are proposed for 2002. Youmans said that the new chart of account is responsible for some misunderstandings, dropped in one part and rose in another. Burke asked why the raise in employees in City Hall? Pooler has 13,000 resident and the City Hall operates with 5 employees. Tybee has 3,000 and have 12. Cannon said that Pooler does not get 3 million visitors a year. Cannon said that the city will have a maintenance employee for a fulltime janitor for the city buildings. This will eliminate the cleaning contract. O'Brien asked that 7 line items termed salary be explained; Law, Clerk of Council, Police Administration, Fire Administration, Culture and Parks, Highway administration and Building Inspections. O'Brien said that she is inclined to put moneys out of administration salary into the line item named contingency. O'Brien and Monaghan stated that a great job was done on the budget. Locklear spoke on the water sewer bond issue and the rate increases. Kathy William addressed Council on the SPLOST funding. Parker closed the public hearing. Pearce moved to adopt the 2002 budget as presented. Monaghan seconded. Youmans said that a number of items need looking into in this budget. O'Brien questioned McLean on the cash flow and how it accumulated so much, maybe we can look at paying Chatham County back the 1 million borrowed earlier than we projected. McLean said it is not due until July 2003. Georgia Fund 1 is lower than what we pay Chatham in interest. Cannon and McLean to put together a proposal for December. Youmans and Burke opposed the 2002 budget that includes an explanation of the raises 1 1 1 in the 7 department, have a head count and placing the $200,000 in contingency, the payment of 1 million to Chatham and look into why it is costing so much to run the City. Voting in favor were Monaghan, O'Brien and Pearce. Mayor Parker adjourned the meeting. Clerk of Council Mayor Walter W. Parker 1 1 11 -15 -2001 Several Options from the Tybee Island Recreation/YMCA Branch Director, Option #1 ♦ Fence and Staff the Park area having set hours of operation. See attached figures for cost of staffing. The YMCA would hire the staff through their payroll and the city would reimburse the YMCA the full salary for Skate Park. (Problem funding) During closed hours have chain across skate park so not able to use. Option #2 • Leave skate park as is and have a three strikes and your out rule. Enforced by the YMCA staff and Police department. Penalty will be having to either go through a helmet safety course or community service for not wearing of proper gear. Not being able to return for 6 months. Option #3 ♦ Keep closing the park every time we see more skaters without proper safety gear, Optiea#4 s Have every child who uses the skate park sign a waver before using skate park, Have waver at YMCA and parents must sign before skates use park. YMCA. staff will have to periodically check for skaters without wavers. Very difficult to keep track of. Cptloo #5 ♦ Offer safety course for skaters prior to re- opening Skate Park. fptk nn #6 ♦ Having Council pass an ordinance that states all helmets, gear must be worn while using our Tybee Island Skate Park. These are just some suggestions that have been presented to me and I'm passing them along to Mayor and Council.
