Council Work Session
September 24, 2001
Council Chambers, 25 West Market Street, 7:00 p.m. Mayor Webb presiding.
Councilmembers Present: George Atwell, Mervin Jackson, David Schmidt (arrived
at 7:15 p.m.), Kristen Umstattd, Robert Zoldos and Mayor Webb.
Councilmembers Absent: Leonard McDonald
Staff Members Present: William Donnelly Town Attorney, Deputy Town Manager

AGENDA ITEMS
1. Agenda for Council Meeting of September 25, 2001
a. AmendinQ ChaDter 10. Article VI. Division 3. Section 10-188 of the
Town Code for DarkinQ fees for SDaces rented on a month Iv basis
in the DarkinQ QaraQe.
This item was deferred to the end of the meeting
b. InitiatinQ a Dublic hearinQ for RezoninQ ADDlication ZM-2000-0S.
Potomac CrossinQ PRe. ConceDt Plan and Proffer Amendment and
TP 2000-02. Amendment to the Land Use Element of the 1997
Town Plan.
Randy Hodgson stated a new public hearing is requested due to the
significant changes in the plan.
Councilmember Zoldos clarified this is not a joint hearing with the
Planning Commission.
Mayor Webb stressed the importance of notifying the Potomac Crossing
residents directly.
c. Town Attornev Contract
Bill Donnelly informed Council their requested revisions to his contract
have been made.
2. Zoning Ordinance - number of residents in a single-family home
Brian Boucher indicated he has consulted Town Attorneys and Zoning
Administrators from other jurisdictions as to how they handle this issue. His
research indicated the Health Department has been successful in investigating
violations. He added procedures to police these violations will be addressed during
the Zoning Ordinance revisions.
Councilmember Zoldos stated he is concerned about control of the number of
occupants in a residence, especially in a basement dwelling, due to fire related
issues.

Councilmember Zoldos suggested Council include this issue in the legislative
package for VML.
3. Rt. 621 Park Naming
This item was deferred to the end of the meeting
4. Census data review
Randy Hodgson informed Council that only the general demographic
characteristics are available from the 2000 census at this time. Information
gathered from the long form will be available next year.
s. UGA Study - Selecting a date to receive study results
Mayor Webb suggested a separate meeting on October 11, 2001 at 7:00 p.m.
to review study results.
Councilmembers Zoldos, Jackson and Vice-Mayor Umstattd concurred.
Phil Rhodenberg informed Council that the consultants are running two weeks
behind schedule and would like to first present their information orally.
Mayor Webb stated that it is critical for Council to have the cost benefit
numbers before the October 11th meeting.
Councilmembers Zoldos and Atwell expressed concern with the UGA
consultants running behind schedule.
Mayor Webb asked staff to keep Councilmember Zoldos in the loop on these
items since he is the staff liaison on UGA issues.
6. Preview Items for Council Meeting of October 10, 2001
a. LeQislative AQenda for the 2002 General Assemblv
Mayor Webb asked Council for any items to be included in the
legislative agenda.
Councilmember Zoldos suggested the issue regarding
the number of residents in a single-family home be added to the agenda for
the 2002 General Assembly.
b. Catoctin Square Dublic hearinQ
Mayor Webb informed Council that Mr. Lanham has requested deferral
of this application.
c. Biosolids ManaQement ProQram
There was no discussion
d. LeesburQ in the 21st Centurv - Interim ReDort on the EXDloratorv
Town's Team
Marantha Edwards and Nick Colonna updated Council on the Town's
Team's continued exploration of possible programs and implementation
problems.
Mayor Webb and Councilmember Atwell commended them for their
efforts.

Town Code for DarkinQ fees for SDaces rented on a month Iv basis
in the DarkinQ QaraQe.
Councilmember Schmidt stated this resolution to raise the discounted
group fee from twenty-five dollars to thirty-five dollars will restore fairness
for all parking permit customers.
3. Rt. 621 Park Naming
Councilmember Schmidt suggested public input by placing an ad in the local
newspapers and a discussion made by Council in closed session.
Mayor Webb suggested that the park be named Evergreen Mill Park and
naming the various fields, pavilions and gardens to honor individuals.
Councilmember Zoldos concurred.
Bill Donnelly commented only the actual naming of the park or fields could be
discussed in closed session.
Councilmember Schmidt expressed concern that the name "Evergreen Mill"
would cause confusion since Evergreen Mill Elementary is nearby.
After further discussion it was decided that legislation will be provided on
October 10th to name the park, Evergreen Mill Park, and an advertisement to solicit
recommendations of names for the field, pavilion and gardens.
Councilmember Zoldos commented the park site is being used as a dump and
storage site by Loudoun County and asked staff to monitor it.
Councilmember Atwell added the contractor who is installing the utility lines
at that site has not attempted to implement any erosion control.
Mayor Webb asked Brian Boucher look into any possible violations at the site.
Other Business
Mayor Webb commented a Resolution of Support for the President, our
Country and the victims of September 11, 2001 will be added to tomorrow's agenda.
She also reminded Council the Loudoun County's Board of Zoning Appeals will
hear the Tractebel power plant application on Thursday, September 27th at 7:00 p.m.
and asked for community support.
Councilmember Zoldos informed Council that the organizers of August Court
Days have been asking citizens to pay admission instead of requesting a donation.
Mayor Webb commented the policy of requesting a donation should be
enforced.

After further discussion it was concluded the organizers of the event were
doing a good job overall, but the issue of admission needs to be addressed, possibly
by rewording the signs to indicate a donation request.
